On 25 October 2013, President Xi Jinping met at the Great Hall of the People with Prime Minister Norov Altankhuyag of Mongolia.
Xi Jinping asked Altankhuyag to convey the cordial greetings to President Tsakhia Elbegdorj. Xi Jinping expressed that China and Mongolia are close neighbours linked by mountains and rivers. The two countries enjoy frequent high-level exchanges, respect each other's independence, sovereignty and territorial integrity, respect the development path chosen by each other's country and accommodate each other's core interests and major concerns, with unceasingly consolidated political mutual trust and traditional friendship. Both sides view each other's development as an important opportunity with unceasingly deepened cooperation in economy, trade and other fields. The 4,710 km border China and Mongolia share is a border of peace, stability and friendship. It fully shows the high level of China-Mongolia strategic partnership.
Xi Jinping pointed out, during the meetings with President and Parliament Speaker of your country this year, I expounded China's fundamental principle on developing bilateral relations. I believe as long as both sides forge ahead by the principle of mutual trust and mutual benefit, China-Mongolia relations can surely maintain long-term healthy and stable development to benefit both peoples.
Xi Jinping raised a three-point proposal on developing China-Mongolia relations.
First, to strengthen high-level exchanges and strategic cooperation. Both sides should communicate more on major strategic issues. The parliaments, governments, political parties and other departments of the two countries should carry out more exchanges and cooperation. To implement the Outline for Medium- and Long-Term Development of China-Mongolia Strategic Partnership to send a positive signal of China and Mongolia being committed to strengthening comprehensive cooperation.
Second, to uplift the level of practical cooperation. The market, capital, labor force, technology and channels of China are all open to Mongolia. Both sides should leverage complementary advantages, effectively implement the "three-in-one integrated" general way of thinking for cooperation in combining mineral development, infrastructure construction and financial cooperation, and focus on cooperation on major mineral resources projects and connectivity to drive cooperation in all fields so as to push for the enhancement of the scale and quality of China-Mongolia economic and trade cooperation.
Third, to expand exchanges in the people-to-people and cultural fields. To work together to ensure the success of the "Year of China-Mongolia Friendly Exchanges" next year and of the series of exchange activities including Cultural Week. To seek new highlights of cooperation in the fields of education, media and culture and to strengthen the building of youth exchange mechanism so as to unceasingly enhance the sentiments between the two peoples and to lay a solid foundation of support from the public opinion for the development of China-Mongolia strategic partnership.
Altankhuyag conveyed the cordial greetings and good wishes from President Tsakhia Elbegdorj to Xi Jinping. He expressed that developing good-neighbourly friendship and mutually beneficial cooperation with China is the priority for Mongolia's foreign policy. Mongolia is ready to keep close cooperation with China to implement the consensus reached between the heads of state of the two countries, to continue to maintain close high-level exchanges, to improve the cooperation mechanisms, to expand cooperation on infrastructure, mineral resources and finance and to keep close people-to-people and cultural exchanges as well as coordination and cooperation in international and regional affairs, in order to unceasingly enrich the contents of Mongolia-China strategic partnership.
