On March 2, 2010, Chinese Vice Foreign Minister Zhai Jun met with visiting Secretary-General of the Indian Ocean Commission (IOC) Callixte d'Offay.

Zhai said that the IOC has played an important role over the years in promoting cooperation among its member states and pushing forward regional integration. China attaches importance to developing relations with the IOC and its member states and is ready to further strengthen cooperation with the Commission and its African member states within the framework of the Forum on China-Africa Cooperation (FOCAC).

Callixte d'Offay said the IOC actively seeks to play a more important role in regional affairs and looks forward to furthering friendly cooperation with China in all areas.

On the same day, Director-General of the Department of African Affairs of the Ministry of Foreign Affairs of China Zhang Ming held working talks with Callixte d'Offay, exchanging views on China-IOC relations as well as international and regional issues of common concern.
