China's Views on the Trend towards Multipolarization

2003/09/19

The current international situation is undergoing deep and complex changes and the trend towards multipolarization remains unchanged. Embracing almost 200 countries, a total population of over 6 billion and with innumerable differences in their national traditions, religion and culture, economic development and political system, it is hard to imagine that the world can be unified by a single model and a single concept of value and to be placed under the "leadership" of one single country. The basic norms governing international relations defined in the United Nations Charter such as sovereign equality and mutual non-interference in each other's internal affairs are absolutely not obsolete. The history, culture, social system and the mode of development of all countries should be respected.

China's endorsement of world multipolarization is not directed at a particular given country nor a resumption of "checks and balances between great powers" at the expense of sacrificing the interests of small countries. It is aimed at advancing democracy in international relations, enhancing coordination and dialogues between various forces in the world on the basis of equality and mutual benefit, refraining from confrontation and working together to maintain world peace, stability and development. The developing countries ought to be an important force in the multipolar configuration.

Multipolarization may be a protracted and difficult process filled with struggles. However, it is a historical trend independent of man's will, accords with the common desire and interest of the vast majority of countries and is conducive to world peace and security.
