At present, the international situation is undergoing complex and profound changes. The fundamental state of the international situation for a period in the days to come will be one in which there will be overall peace but local wars, overall relaxation but local tensions and overall stability but local turmoils. Peace and development remain the themes of our era. To preserve peace and promote development has a bearing on the wellbeing of all nations and represents the common aspiriation of all peoples. It is also an irresistible trend of history. The growing trend towards world multipolarization and economic globalization have brought with them opportunities and favorable conditions for world peace and development. However, the old international political and economic order, which is unfair and irrational, has yet to be changed fundamentally. Uncertainties affecting peace and development are on the rise. The elements of traditional threats to security and those of non-traditional threats to security are intertwined and the scourge of terrorism is being felt more acutely than ever. Hegemonism and power politics have new manifestations. Local conflicts triggered by ethnic or religious contradictions and border or territorial disputes crop up from time to time. The North-South gap is widening. The world is far from tranquil. Confronted with new challenges, all nations should transcend traditional concepts, go along with the tides of the era, strengthen exchanges and cooperation and forge closer mutual coordination. We stand for the active promotion of world multipolarization and democracy in international relations, strive to establish a new international economic order which is adaptable to the development levels and needs of all nations, reform the irrational international financial and trading systems and safeguard the rights of equal development of all nations, the developing countries in particular. We should fully respect countries having different civilizations taking different roads to development. Different civilizations and different roads to development should co-exist harmoniously, draw upon one another's strong points and should develop side by side by seeking common ground while shelving differences. Chinais ready to strengthen coordination and collaboration with all countries and make positive efforts for the establishment of a new international political and economic order that is fair and rational and for a world of lasting peace and universal prosperity.
