The Joint Statement between the People's Republic of China and the Republic of Armenia
At the invitation of President Hu Jintao of the People's Republic of China, President Robert Sedrakovich Kocharyan of the Republic of Armenia paid a state visit to the People's Republic of China from September 26 to 30, 2004. The two heads of state exchanged in-depth views and reached broad consensus on further developing bilateral ties and international and regional issues of common interest. The statement is as follows.
I The two sides highly commented the active achievements made in political, economic, trade, scientific, technological, cultural and educational cooperation between the two countries since the establishment of diplomatic ties in 1992 and expressed satisfaction with the smooth development of bilateral ties. The two sides would like to continue carrying out high-level exchanges in various forms, deepen mutual political understanding, try to expand exchanges in various fields and promote the overall and in-depth development of China-Armenia friendly cooperative ties.
II The two sides hold that economic and trade cooperation is an important part of bilateral ties, as well as the main orientation of the future bilateral cooperation. The two sides encourage and support businesses of the two countries to conduct mutually beneficial cooperation in various forms, expand investments and continuously upgrade the scale and level of China-Armenia economic and trade cooperation. Related departments of the two countries and the Committee for Economic and Trade Cooperation between China and Armenia will play an active role to this end. China stands ready to continue supporting the efforts of Armenia to promote national economic and social development within its available resources.
III The two sides hold that they should pay attention to the challenges the development of economic globalization has provided to developing countries and advocate the international community take active measures to promote economic globalization towards the direction favorable to common prosperity. Both China and Armenia are members of the World Trade Organization (WTO), actively support the negotiations on the Doha Development Agenda (DDA) and would like to further strengthen communication in negotiations and coordinate and support each other, so as to safeguard the long-term stability and development of the WTO. Armenia acknowledges China's full market economy status, which will be conducive to strengthening economic and trade ties and expanding mutually beneficial trade between China and Armenia.
IV The two sides attach great importance to developing friendly cooperative relations between the parliaments of the two countries and stand ready to continue exchanges through various channels including between leaders of parliament, between special counterpart committees and between friendly teams so as to enhance understanding and deepen friendship. The two sides believe that mutual exchanges of working experience in legislation are conducive to pushing for bilateral ties.
V The two sides hold that bilateral exchanges and cooperation in science, technology, culture, education, agriculture, journalism, sports, health, earthquake precautions, disaster relief and air transportation enjoy huge potentials and the two sides will earnestly implement all the agreements already signed and continue to conduct friendly, mutually beneficial cooperation. The two sides will also encourage direct exchanges between regional and non-governmental institutions of the two countries.
VI Armenia reaffirms that the government of the People's Republic of China is the sole legal government representing the whole of China and Taiwan is an inseparable part of China's territory. Armenia confirms that it will neither establish official ties in any form nor have any exchanges of official nature with Taiwan. It opposes the attempt to create "two Chinas" or "one China, one Taiwan" and opposes the "Taiwan independence" in any form. China appreciates this stance.
VII China supports the resolution of the Naka issue through peaceful means, supports the efforts of the international community to this end and hopes the Naka issue will be addressed in a just and rational way based on the generally recognized principles of international law as soon as possible.
VIII China and Armenia advocate dialogue and cooperation in the area of international human right and oppose double standard on the human rights issue and politicizing this issue. The two sides are committed to deepening mutual understanding through human rights consultation and exchanges and strengthening mutual support and cooperation in multilateral areas including the Human Rights Conference of the United Nations, in a bid to jointly promote the sound development of bilateral ties and the cause of international human rights.
IX The two sides hold that currently the international situations continue undergoing profound and complex changes. Peace and development still remain the theme of the current era, as well as the common aspiration of people across the world. The international community should strengthen consultation, safeguard the verification of the world and promote mutual exchanges and learning between different civilizations and different modes of development of the world. The two sides stressed that the United Nations (UN) have an irreplaceable role to play in safeguarding world peace and security and the purposes and principles of the UN Charter still remain the basic principles that should be adhered to in addressing international affairs. The two sides made positive remarks on coordination, cooperation and mutual support between the two countries in the UN and other international and regional organizations, indicating that they would like to continue to maintain communication and strengthen cooperation in significant international issues and safeguard common interests of developing countries.
X The two sides stated that they will maintain and develop friendly cooperation between the People's Republic of China and the Republic of Armenia, which is neither against the third country nor damaging the interests of the third country.
