On 15 October 2013, Zhang Dejiang, Chairman of the Standing Committee of the National People's Congress (NPC), held talks with Nurlan Nigmatulin, Speaker of the Kazakh Parliament's Lower House, at the Great Hall of the People.
Zhang Dejiang said that at present China-Kazakhstan relations have entered a new stage of development. President Xi Jinping paid the first state visit to Kazakhstan in September this year and held in-depth talks with President Nursultan Nazarbayev. The two heads of state have made strategic planning for the medium-and-long-term development of China-Kazakhstan economic and trade cooperation so as to push forward China-Kazakhstan comprehensive strategic partnership to a new high. China is ready to work with Kazakhstan to seriously implement the extensive important consensus reached between the two heads of state, to enhance traditional friendship and to earnestly promote practical cooperation in order to better benefit the two countries and the two peoples and to jointly boost lasting peace and common development of the region.
Zhang Dejiang said that as important part of China-Kazakhstan comprehensive strategic partnership, the parliamentary exchanges and cooperation between the two countries are active and fruitful. The NPC of China is ready, based on the existing sound basis, to further strengthen the relations with the Kazakh Parliament to play a greater role in supporting and promoting China-Kazakhstan cooperation in all fields. First, to enhance political mutual trust and strategic cooperation, to firmly support each other on issues concerning each other's core interests and major concerns and to keep close cooperation in international and regional parliamentary organizations so as to jointly safeguard sovereignty, security and development interests of the two countries. Second, to strengthen sharing of experience on legislation and state governance, especially the legislation exchanges in the economic and social fields, to learn from each other for the experience and to better serve the cause of development and rejuvenation of the two countries. Third, to create a favorable legal environment, to approve legal documents on bilateral cooperation in a timely manner and to supervise the formulation of and push for the implementation of bilateral agreements so as to promote practical cooperation. Fourth, to push forward local and non-governmental friendly exchanges and to unceasingly expand the foundation of support from the public opinion for bilateral friendship in order to make important due contributions to sustained and healthy development of China-Kazakhstan comprehensive strategic partnership.
Nigmatulin said that China is a good neighbour and a reliable friend of Kazakhstan. With the attention and promotion of the two heads of state, Kazakhstan-China relations have reached a new high. The development of bilateral relations has raised new requirements for parliamentary exchanges between Kazakhstan and China. The Kazakh Parliament's Lower House is ready to further strengthen sharing of experience with the NPC of China on legislation, supervision and state governance, to keep close coordination and cooperation within the framework of international parliamentary organizations and to actively push for the implementation of the important consensus reached between the two heads of state and for the promotion of in-depth development of Kazakhstan-China comprehensive strategic partnership.
Following the talks, Zhang Dejiang and Nigmatulin jointly signed the Memorandum of Understanding on Cooperation between the National People's Congress of China and the Kazakh Parliament's Lower House.
