On April 24, 2008, Nong Duc Manh, General Secretary of the Communist Party of Vietnam Central Committee, and Vietnamese Prime Minister Nguyen Tan Dung met with visiting Chinese Foreign Minister Yang Jiechi in the capital of Hanoi.

Nong Duc Manh said Vietnam is delighted with the enormous progress China has made in its reform and opening up over the past three decades, expressing belief that China will be able to fulfill the target set at the 17th CPC National Congress and score even greater achievements in building socialism with Chinese characteristics. He said Vietnam is satisfied with relations with China and the two countries, as close neighbors, share common ideals and objectives, which link both sides closely. Nong Duc Manh urged both sides to upgrade bilateral ties to a new level and carry forward the friendship for generations under the guidance of the policy of long-term stability, orientation to the future, good-neighborly friendship and all-round cooperation.

Nguyen Tan Dung said Vietnam and China are linked by maintains and rivers with similar culture and common ideals and fate, which help lay a solid basis for in-depth development of bilateral ties. He called on both countries to draw up a blueprint on economic and trade cooperation and advance pragmatic cooperation in all areas to continuously push forward bilateral ties for the benefit of both peoples.

The Vietnamese side noted that Vietnam firmly supports China's reunification cause and supports its handling of the riots in Lhasa, Tibet, aimed at safeguarding national stability. The Vietnamese side will do the utmost to ensure the success of the Beijing Olympic torch relay in Ho Chi Minh City and make positive contribution to the great success of the games.

Yang said to further consolidate China-Vietnam friendship conforms to the fundamental interests of both countries and common aspiration of both peoples. Both sides should abide by the guiding principle set by the leaders of the two countries and parties for bilateral ties in the new situation, said Yang. He also urged both sides to bear in mind the correct direction for development of bilateral ties and continuously carry forward the good-neighborly friendship and all-round cooperative relations forged by leaders of older generations of the two countries.

Yang thanked for Vietnam's long-standing support on Taiwan, Tibet and other questions, expressing belief that with thoughtful arrangements by the Vietnamese side, the Beijing Olympic torch relay in Ho Chi Minh City will be a complete success.

On the morning of April 24, Yang also laid a wreath at the Ho Chi Minh Mausoleum.

Yang Jiechi arrived in Hanoi on April 23, kicking off his official visit to Vietnam. On the afternoon of the same day, he held talks with Vietnamese Deputy Prime Minister and Foreign Minister Pham Gia Khiem, exchanging views and reaching broad consensus on bilateral ties and international and regional issues of common concern.
