On Nov. 28, 2011, Chinese Vice Foreign Minister Cheng Guoping and his Russian counterpart Alexei Borodavkin held consultations on China-Russia bilateral relationship and the second round of consultations on the Asia-Pacific security cooperation. Both sides agreed that with the personal care and active push of the leaders, China-Russia relations has been growing in a rapid and holistic manner this year with the celebration of the 10th anniversary of the signing the Treaty of Good Neighborliness and Friendly Cooperation between the People's Republic of China and the Russian Federation. The cooperation in various fields has yielded important new results. China-Russia strategic cooperative partnership has entered a new stage of development. Implementing the cooperation consensuses reached by the leaders and promoting the implementation of the 10-year plan on the development of China-Russia relations is the central task of the two sides at present and in the future. Facing the complex and changing international and regional situation, China and Russia should be committed to developing a comprehensive strategic cooperative partnership based on equality, mutual trust, mutual support, common prosperity and generational friendship. The two sides should increase mutual political support, firmly support each other in managing their own things well, firmly support each other in safeguarding sovereignty, security, development and other core interests, and firmly support the development and prosperity of each other. The two sides should work with other member states of the Shanghai cooperation Organization (SCO) to further strengthen cooperation within the SCO framework. The two sides should advocate a new security concept featuring mutual trust, mutual benefit, equality, cooperation and indivisibility in the Asia Pacific region and strengthen coordination and cooperation in the United Nations, G20, BRICS and other multilateral mechanisms to better safeguard the common interests of both countries and promote global and regional peace, security and stability. The two sides also had an in-depth exchange of views on the next-year arrangements for bilateral high-level exchanges, preparations for the SCO summit next year, and the Afghan issue.
