Xi Jinping Holds Talks with US Vice President Biden
In the morning of February 14 local time, visiting Chinese Vice President Xi Jinping held talks with US Vice President Joe Biden in the White House.
Xi said the purpose of his visit is to further implement the important consensus reached between the two heads of state and promote the building of China-US cooperative partnership based on mutual respect and mutual benefit. He hopes to make his visit a journey of enhancing consensus, expanding cooperation and deepening friendship between the two peoples.
He noted that this year marks the 40th anniversary of President Nixon's visit to China and the issuance of Shanghai Communiqué. Over the past 40 years, despite going through twists and turns, China-US relations have continued advancing and achieved historic progress. The biggest learning we have got is that China and the US, as two major powers in the world, hold extensive and important common interests and that cooperation benefits both and confrontation can only hurt. To maintain the healthy, stable and long-term progress of China-US relations not only serves the fundamental interests of the two countries and two peoples but also helps promote peace, stability and prosperity of Asia Pacific and the world at large.
He pointed out that problems and challenges do pop up from time to time in the course of building China-US partnership. The two sides should have full confidence and lasting persistence, hold onto the common interests, avoid the bilateral relations to be dominated by contradictions and differences of various types and together blaze a trail of harmonious coexistence, healthy competition and win-win cooperation among big powers. He raised five proposals on the next stage of development of bilateral ties.
First, treat each other sincerely and step up dialogue and communications. Leaders of both countries should keep close contacts through mutual visits, meetings, phone calls or letters, make timely and in-depth communications on the major and pressing issues of bilateral relations and coordinate position, increase consensus and specify the direction of solutions. Existing dialogue and consultation mechanisms between the two countries should be fully used to inject vigor into the bilateral partnership.
Second, advance with the times and expand pragmatic cooperation. China and the US should strengthen exchanges and cooperation on economy and trade, anti-terrorism, non-proliferation, environment, science and technology, between the youth and at local levels, consolidate the foundation of pragmatic cooperation and deepen the convergence of interests. Economic and trade relations are the ballast stone and the propeller of China-US relations. He hopes the two sides further reinforce coordination on macroeconomic policies, cement cooperation to address the international financial crisis and European debt crisis, actively push forward the trade and investment cooperation package program, handle each other's economic and trade concerns through dialogue and collaboration instead of protectionism and try to stabilize the basic win-win nature of China-US economic and trade relations.
Third, respect each other and enhance strategic trust. The building of cooperative partnership can be guaranteed only when China and the US view each other's strategic intention and development path correctly and objectively, respect each other's core interests and major concerns and refrain from making troubles to each other and crossing the line of each other. The problems of Taiwan and Tibet involve China's core interests. He hopes the US handles the problems carefully and appropriately in order to avoid repeated disturbances and damages to China-US relations.
Fourth, look into the future and promote people-to-people exchanges. The understanding and support of the Chinese and American people are indispensable for the development of China-US relations. The young generation is the vital force of building China-US partnership. China supports the US to advance the program of 100,000 American students studying in China and will well implement the three programs of 10,000 Chinese students studying in the US for doctoral degree, 10,000 Americans studying Chinese in China and providing scholarship for 10,000 American students in China so as to create a vast platform for the exchanges between youth of the two countries.
Fifth, strengthen collaboration and cope with challenges together. China and the US should strengthen cooperation within multilateral frameworks, keep close collaboration and coordination on hot-spot regional and international issues and maintain regional peace and stability together. The two sides should work closer to fight pirates, cross-border crimes and cyber crimes and actively handle the non-traditional security threats. China is willing to have more dialogue with the US on Asia Pacific affairs and promote sound interactions with the US in the region.
Biden said that the American people all warmly welcome and expect Xi's visit. US-China relations are one of the most important bilateral relations in the world. The importance of US-China relations is recognized worldwide. The Obama administration has always been committed to strengthening relations with China and believes a prosperous and stable China with growing economy is beneficial to the US and China itself and the world at large. To contain China is not the American policy. It is neither desirable nor feasible. The US and China should follow the consensus reached between President Obama and President Hu and promote the bilateral partnership. The US is willing to strengthen cooperation with China in Asia Pacific and jointly maintain regional stability. He hopes to make concerted efforts with the Chinese side to solve economic and trade differences and make the bilateral relations beneficial to both countries and people. He reiterated that the principled position of the US of adhering to the one-China policy will remain unchanged. He will be glad to see improvement and progress of relations across the Taiwan Straits.
The two sides also exchanged in-depth opinions on the regional and international issues of common concern. Xi elaborated China's principled position on the Syrian issue and noted that the basic starting point and foothold of China on the issue is to maintain peace and stability in the Middle East and relevant norms of international relations. China is willing to continue to play a constructive role of easing tension in Syria and safeguarding regional peace and stability.
Also present at the meeting were Foreign Minister Yang Jiechi, International Trade Representative and Vice Minister of Commerce Gao Hucheng, Vice Foreign Minister Zhang Yesui, Vice Minister of the National Development and Reform Commission Zhang Xiaoqiang, Deputy Director of Policy Research Office of the CPC Central Committee Shi Zhihong and Chinese Ambassador to the US Zhang Yesui who accompanied Xi during the visit as well as Minister of Education Yuan Guiren, Minister of Agriculture Han Changfu and Vice Minister of Finance Zhu Guangyao who were paying working visit to the US.
