Li Zhaoxing Briefs on Four Major Achievements of Hu Jintao's Trip

From September 8 to 17, 2005, Chinese President Hu Jintao paid state visits to Canada and Mexico, attended the Summit on the 60th anniversary of the establishment of the United Nations (UN) and over 50 diplomatic events. Fruitful results were achieved during the trip.

Chinese Foreign Minister Li Zhaoxing, who accompanied President Hu during the trip, introduced the achievements of Hu's trip to the accompanying journalists on September 17 when the trip was concluded. Li said that the visit fulfilled the expected targets of strengthening dialogues, enhancing mutual trust, promoting cooperation and achieving common development. The following achievements were made:

I. Having expanded consensus, deepened cooperation and promoted the friendly cooperation with Canada and Mexico in an all-round way.

I) China and Canada established the comprehensive partnership In 1997. With the concerted efforts of both sides, China-Canada comprehensive partnership developed smoothly. During the visit, President Hu and Canadian Prime Minister Martin agreed to upgrade the bilateral relationship to the level of strategic partnership and both sides identified specific targets to advance the comprehensive cooperation between the two countries in various fields. Both sides also signed 7 cooperation agreements covering a wide range of areas including aviation, railway, and nuclear energy, which indicated that the mutual political trust between China and Canada has been further consolidated and that the mutually beneficial cooperation enjoys a bright prospect.

II) China and Mexico are both large developing nations confronted with identical development tasks. Deepening the bilateral cooperation in an all-round manner is the focus of the talks between the two heads of state. Both sides agreed to take specific measures to deepen China-Mexico strategic partnership and accelerate the formulation of a joint action plan. Hu noted that China supports Chinese enterprises to increase their imports from Mexico. Active efforts should be made to explore new areas of mutual investment. Mexican President Fox pointed out that President Hu's visit opens a bright future for Mexico-China relations. The important consensus reached by the two heads of state further enriched the connotation of China-Mexico strategic partnership and pointed out the direction for mutually beneficial cooperation in the future.

II. Having fully expounded the position of the Chinese government on major international issues, promoted the establishment of a new equitable and rational international political and economic order and safeguarded the legitimate interests and rights of developing nations.

The Summit on the 60th anniversary of the establishment of the United Nations is the largest one in the UN history, with over 150 heads of state and government from member states participating in this Summit. President Hu Jintao attended the plenary session of the Summit, the UN High Level Meeting on Financing for Development, the Security Council Summit and round table meetings and delivered important speeches.

I) At the plenary session, President Hu centered on the theme of building a harmonious world with lasting peace and common development and advocated the adherence to multilateralism, mutually beneficial cooperation and inclusive spirit in a bid to achieve common security and prosperity and build a harmonious world.

II) At the UN High Level Meeting on Financing for Development, President Hu expressed China's position of firmly supporting the rational views of developing nations, called for the UN to play a bigger role in the development area and declared that China will take important measures in such fields as tariff, debt, preferential loans, public health and human resources to help other developing nations accelerate development.

III) At the Security Council Summit, President Hu stressed that the Security Council plays an irreplaceable role in resolving issues concerning world peace and security. All countries should ensure the Security Council is able to fulfill its duties entrusted by the UN Charter, safeguard its authority, and improve its efficiency. The Security Council should pay attention to the concerns of Africa and increase its input to Africa.

IV) At the round-table meetings, President Hu reaffirmed that China supports the reform of the UN and advocates that the UN reform should proceed from the overall perspective, follow the democratic spirit, carry out broad consolations, take an active, deliberate and gradual approach, focus on key points and move ahead in an all-round manner.

The above views and proposals were well reflected in the final document of the Summit and welcomed and recognized by the leaders of all countries, especially developing countries and the international community. It is widely believed that the measures of helping developing nations accelerate development, which were declared by President Hu, are substantive and China is a sincere friend of developing nations.

III. Having strengthened communications, enhanced mutual trust and promoted the further growth of bilateral relations with the US, Russia and India.

During his attendance of the UN Summit, President Hu held bilateral meetings with leaders of 11 countries.

I) President Hu and President Bush reached important consensus on comprehensively advancing the constructive and cooperative relationship between China and the US in the 21st century. Both sides agreed to increase communications and mutual trust, and expand consensus and cooperation. President Hu stressed that mutually benefit and win-win are the main stream of China-US economic and trade relations and disputes should be properly handled through dialogues and consultations. President Hu reaffirmed the principled position of the Chinese government on the Taiwan question. President Bush expressed the continued adherence to the one-China policy. The consensus reached by the two leaders will exert important influence over the healthy and stable growth of China-US relations.

II) President Hu and President Putin reached consensus on further enriching China-Russia strategic partnership of coordination. Both sides agreed to strengthen the pragmatic cooperation, push for substantive progress in the cooperation of such large projects as energy, investment and high-tech, further strengthen the coordination and collaboration on major international and regional issues and make joint efforts to promote the building of the Shanghai Cooperation Organization.

III) President Hu and Indian Prime Minister Singh agreed that both sides should take a long-term and strategic perspective to expand the mutually beneficial cooperation between China and India in various fields and enrich the strategic partnership. Both sides agreed to intensify efforts to tap the cooperation potentials in the field of economy and trade and promote the early settlement of boundary issues.

IV) During the bilateral meetings with leaders from Sweden, Pakistan, the Philippines, Algeria, Zambia, Gabon, Mozambique and Macedonia, President Hu and the leaders of other countries put forward active and practical suggestions on expanding and deepening bilateral cooperation and reached broad consensus.

IV. Having expounded the peaceful development strategy of China and won broad understanding and supports.

During the talks, meetings, addresses and presentations, President Hu systematically introduced the economic and social development scenario of China and stressed that China is still a developing nation and developing the economy and improving the quality of people lives is still the central task of China. China follows the scientific concept of development that focuses upon the people, comprehensive coordination and sustainability in a bid to constantly promote the economic and social development of China. The reason that China sticks to the path of peaceful development is that China wishes to strive for a peaceful international environment for self-development and promote world peace through self-development. Hu emphasized that China's development presents opportunities rather than challenges to the world and is conducive to the common development of all nations in the world.

Li Zhaoxing said that the international situation is undergoing profound changes. The reform and opening up as well as the modernization drive of China are developing vibrantly. China cannot leave the world and the world needs China. President Hu's trip has reached the expected targets of strengthening dialogues, enhancing mutual trust, promoting cooperation and achieving common development. This trip will surely exert important influence on further creating a favorable international environment.
