From April 12 to 15, 2010, President Hu Jintao, at invitation, attended the Nuclear Security Summit in Washington DC and the second BRIC summit in Brasilia and paid a visit to Brazil. On President Hu’s way back to China after ending the visit, Foreign Minister Yang Jiechi introduced the visit and its outcome to the accompanying journalists.
Yang said that the international nuclear security situation today is complicated and in constant change and no country can maintain its integrity alone in front of nuclear security which has a bearing upon nuclear energy use and sustainable economic growth, upon social stability and public security and upon international peace and tranquility. The Chinese delegation’s activities during the Nuclear Security Summit and China’s nuclear security position, proposition and policy measures drew high attention. Meanwhile, international competition in the post-crisis era gets increasingly intense and emerging powers’ joint efforts of seeking development are becoming a focal point of the international community. Against such a background, this first visit of President Hu in 2010 marks the beginning of China’s summit diplomacy this year and, as a major diplomatic event between China and Latin America, exerts far-reaching influence on guiding the international cooperation to address nuclear security challenges, promoting emerging powers’ joint development and strengthening China’s bilateral relations and pragmatic cooperation with relevant countries. During the summits and visit, President Hu elaborated views from a commanding height, conveyed friendship with true affection and highlighted the pragmatic and mutually beneficial cooperation, which was warmly welcomed by the governments and people of destination countries. With many activities and fruitful results, President Hu’s visit achieved big success.
He noted that the Nuclear Security Summit is the first multilateral meeting of its kind participated in by both developed and developing countries in history and plays an important role in guiding the future direction of international nuclear security process. The international community has great expectation for the performance of China as a big nuclear power at the summit. From a strategic height and long-term perspective of gathering international consensus, advancing global cooperation and maintaining international security, President Hu personally led the delegation to the summit and made key contributions to driving positive results out of the summit, which was widely welcomed and appreciated by the international community.
President Hu delivered an important speech entitled Joining Hands to Meet Nuclear Security Challenge and Promote Peace and Development to the summit. It is the first time that a Chinese leader expressed views especially on nuclear security on a multilateral occasion. Based on the current nuclear security situation, he explained the significance of strengthening nuclear security to safeguard the sustained and healthy development of nuclear energy and maintain international security and stability, introduced China’s policies and practices on nuclear security and raised the following five points of proposals on stepping up international cooperation on meeting nuclear security challenges: implement national commitments to and responsibilities for nuclear security, consolidate existing international legal framework on nuclear security, reinforce international cooperation on nuclear security, help developing countries strengthen nuclear security capacity and well handle the relationship between nuclear security and peaceful use of nuclear energy. Those proposals received broad support and responses from the participants and clearly pointed out the direction for nuclear security international cooperation.
Yang indicated that during the second BRIC summit leaders of four countries exchanged opinions on the world economic and financial situation, reform of international financial institutions, climate change and BRIC countries’ dialogue and cooperation and released a joint statement.
Making an important speech entitled Cooperation, Open, Mutual Benefit and Double Win, President Hu pointed out the necessity of pushing forward BRIC cooperation with mutual trust as the basis, pragmatic cooperation as the focus, system development as the guarantee, mutual benefit and double win as the objective and open and transparency as the precondition. He proposed five suggestions on the priorities in the next stage: continue to consolidate the foundation of world economic recovery and try to resolve the structural imbalance of global economic governance, continue to push forward trade liberalization and facilitation and resist trade protectionism, improve international financial regulatory system and seek balanced development worldwide. His vision and proposition on BRIC cooperation won resonance and support from all parties which all expressed admiration on the Chinese side’s decision of hosting the third BRIC summit.
Yang noted that China and Latin America enjoy ever increasing political mutual trust, expanding mutually beneficial cooperation and diversified cultural and educational exchanges in recent years. The two sides maintain close communications and coordination in international affairs and the bilateral relations show a sound momentum of rapid and all-round development.
During his visit to Brazil, President Hu held talks with President Lula. The two leaders reached wide consensus on promoting the comprehensive and in-depth development of China-Brazil strategic partnership. He put forward three proposals on developing China-Brazil relations: strengthen political mutual trust, improve cooperation mechanism and reinforce strategic cooperation in international affairs. He also raised specific suggestions on enhancing China-Brazil cooperation in various fields. Both sides signed the 2010-2014 joint action plan and a number of cooperation documents covering trade and economy, culture and quality inspection. The visit has effectively moved forward China’s friendly relations with Brazil and deepened the bilateral mutually beneficial cooperation.
Within a short period of less than four days, President Hu attended two international summits and visited Brazil. In view of the overall diplomatic situation and in order to strengthen China’s bilateral relations with related countries, he also took the opportunity of short intervals during the summits to conduct intensive bilateral activities. He met with a dozen of national leaders to exchange views on how to further boost bilateral relations and strengthen communications and coordination in international affairs, gather consensus, build up mutual trust and expand cooperation.
The meeting between President Hu and President Obama became the focus of attention of the international community. The two heads of state reached important consensus on developing China-US relations and other major issues of common concern in a sincere and friendly atmosphere. President Hu put forward five proposals on the next stage of China-US relations and pointed out the importance of adhering to the correct direction of bilateral ties, respecting each other’s core interest and major concerns, maintaining various levels of exchanges including high-level contacts, deepening pragmatic cooperation and raising communications and coordination on major international and regional hot issues and global issues as well. President Obama warmly welcomed President Hu’s participation in the Nuclear Security Summit and reiterated that the US will continue to pursue the one-China policy, respect China’s sovereignty, territorial integrity and core interest and carefully handle sensitive issues. He expressed willingness to work with China to reinforce bilateral relations, strengthen cooperation on such multilateral issues as climate change, anti-terrorism and non-proliferation and solve related economic and trade problems through dialogue and cooperation. The two sides agreed that the sound relationship between China and the US complies with the interest of both countries and is beneficial to world peace, stability and prosperity. Joint efforts will be made to push forward the development of bilateral ties. The international community responded quickly and positively to their meeting.
President Hu also met with Japanese Prime Minister Hatoyama Yukio, Ukrainian President Viktor Yanukovich, German Chancellor Angela Merkel, Indian Prime Minister Manmohan Singh, President of South Africa Jacob Zuma and Russian President Dmitry Medvedev respectively and reached new consensus on lifting the bilateral relations and pragmatic cooperation.
Yang said that Yushu county of Qinghai province was hit by serious earthquake during the visit of President Hu who immediately made important instructions on the disaster relief. President Hu decided to change the visit agenda, shortened his stay at the BRIC summit and in Brazil and postponed visit to Venezuela and Chile. He indicated that currently the Chinese government is urgently organizing the relief and rescue efforts. At this difficult moment, I need to return to China as soon as possible and join our people in the disaster relief process. His decision was apprehended and appreciated by the leaders of destination countries and the international community. On behalf of the Chinese government and people, President Hu expressed sincere gratitude to the leaders and governments of many countries in the world for their condolence to and support for Yushu people.
Yang finally said that the visit of President Hu reached the goal of expanding consensus, consolidating friendship, deepening cooperation and seeking common development, boosted international cooperation on nuclear security, strengthened dialogue and cooperation among emerging markets and countries, promoted the healthy development of international system and reinforced China’s friendly relations with Latin American countries. We will carefully put the important outcome of this visit into practice and make greater contributions to world peace, stability and development.
