Mr. Dai Bingguo, native of Yinjiang, Guizhou Province, was born in March 1941. He studied in Foreign Affairs College after graduation from the Department of Foreign Languages of Sichuan University in 1964 and served successively as staff member of the Department of Soviet and East European Affairs of the Ministry of Foreign Affairs (MFA), Attaché of Chinese Embassy in the Soviet Union, Deputy Division Director and Division Director of the Department of Soviet and East European Affairs of MFA.
