On June 23, 2013, State Councilor Yang Jiechi held talks with Vice President U Nyan Tun of Myanmar in Nay Pyi Tawy.
Yang Jiechi stressed that China and Myanmar share a long border line and their security, stability and development are closely linked with each other. The two countries possess extensive common strategic interests. Under the new situation, to maintain the long-term stable and healthy development of China-Myanmar relations conforms to the fundamental interest of the two countries and the two peoples. The Chinese side will unswervingly push forward the cause of China-Myanmar friendship, respect sovereignty and territorial integrity of Myanmar and support Myanmar to take a path of development that conforms to its national conditions. China is willing to work with Myanmar to implement the important consensus reached between the heads of state of the two countries and to strengthen good-neighbourly and friendly cooperation so as to enable the two countries to be good neighbours, good friends, good brothers and good partners forever.
First, to maintain exchanges of high-level visits and to enhance strategic mutual trust. The Chinese side welcomes leaders of Myanmar visiting China, while Chinese leaders are also willing to visit Myanmar. Next year marks the 60th anniversary of the launch of the Five Principles of Peaceful Coexistence initiated by China, Myanmar and India. It is proposed that the three countries hold commemorative activities to carry forward these important and fundamental principles of international relations.
Second, to well implement the action plan of China-Myanmar Comprehensive Strategic Cooperation Partnership, to deepen practical cooperation, to ensure smooth implementation of major cooperation projects and to realize mutual benefit to benefit local people. Hope the two sides will step up efforts to implement agricultural projects with microfinance loan provided by the Chinese side to play an active role in rural development and poverty alleviation in Myanmar. The Chinese side is willing to take positive consideration and try to increase the import of Myanmar agricultural products.
Third, to strengthen cooperation in people's livelihood and people-to-people exchanges. The Chinese side is willing to continue to offer help within its ability for Myanmar's economic and social development and to construct a hospital complex in Myanmar and other cooperation projects. China supports non-governmental organizations and media of the two countries in engaging in friendly exchanges to boost mutual understanding and friendship of the two peoples. China supports Myanmar hosting the upcoming Southeast Asian Games.
Fourth, to keep close contacts and coordination on regional cooperation. As Myanmar will take the Alternate Chair of the Association of Southeast Asian Nations (ASEAN) next year, China will do concerted works with Myanmar for relevant events to jointly push forward China-ASEAN relations.
With regard to Northern Myanmar issue, Yang Jiechi stressed that the Chinese side supports the national reconciliation process of Myanmar. Hope that the Myanmar government and the Kachin side could maintain the momentum of peace talks and could sign a ceasefire agreement at an early date to achieve lasting peace and stability in Myanmar's northern part and along the China-Myanmar border. China is willing to continue to play a constructive role on this.
U Nyan Tun said that the "Paukphaw" (brotherhood) friendship between Myanmar and China has a long history and China is a good neighbour of Myanmar. The Myanmar side spoke highly of China pursuing the policy of mutual respect and non-interference of internal affairs of each other and thanked China for having long offered valuable support and assistance. Myanmar cherishes the traditional friendship between both countries and is committed to developing good-neighbourly and friendly cooperative relations with China. Myanmar firmly supports China on issues concerning China's core interests and major concerns. The Myanmar side agreed with China for the proposal of holding commemorative events for the anniversary of the Five Principles for Peaceful Coexistence. The Myanmar side is willing to work with China to properly implement the action plan of Comprehensive Strategic Cooperation Partnership, to keep exchanges between the governments, parliaments and political parties as well as people-to-people contacts, and to enhance cooperation in economic and trade sectors. The Myanmar side thanks China for helping Myanmar to develop agriculture and improve people's livelihood, and welcomes investment from Chinese businesses. Myanmar is willing to create a favourable investment environment and to ensure the smooth operation of cooperation projects of the two countries. Myanmar will continue to push forward the peace process to realize peace in the north at an early date and to ensure tranquility of border areas of the two countries.
Following the talks, Yang Jiechi and U Nyan Tun attended the signing ceremony of the Action Plan of China-Myanmar Comprehensive Strategic Cooperation Partnership.
Yang Jiechi met with Speaker of the House of Representatives of Myanmar U Shwe Mann the same day. Yang Jiechi elaborated the position of China and the proposals on bilateral relations between the two countries. He stressed that China's economy will continue to maintain the growth momentum. It will bring more benefit to neighbouring countries and offer greater opportunities for China-Myanmar cooperation. Hope that the legislative bodies of the two countries will strengthen exchanges to push China-Myanmar relationship for long-term sound and stable development.
U Shwe Mann said that Myanmar's parliament will play an active role in promoting friendly cooperation between the two countries.
