On 15 October 2013, President Xi Jinping met at the Great Hall of the People with Nurlan Nigmatulin, Speaker of the Kazakh Parliament's Lower House.
Xi Jinping recalled happily the state visit to Kazakhstan in September. He said, during the visit, I held candid, in-depth and fruitful talks with President Nursultan Nazarbayev and a series of extensive new consensus was reached. I am glad to see that the consensus is being effectively implemented. It is believed that with the joint efforts of both sides, we will surely be able to build a China-Kazakhstan comprehensive strategic partnership that is more mature and stable with rich contents, so as to add a boost for the two countries to realize their respective development. Xi Jinping pointed out, during the visit to Kazakhstan, I raised the proposal of building the "Silk Road Economic Belt", which was actively supported by the Kazakh side as well as all parties concerned. The Silk Road is a precious historical heritage shared by China, Kazakhstan and all other countries along the route. Building the "Silk Road Economic Belt" is conducive to the fundamental interest of China and Kazakhstan. Hope both sides will seize the historical opportunities to fully strengthen political communication, road connectivity, trade connectivity, currency circulation and mutual understanding of the people between the two countries, to leverage the exemplary and leading role of China-Kazakhstan cooperation in promoting regional cooperation of the areas along the Silk Road and to spur more countries to actively join in the building of the "Silk Road Economic Belt".
Xi Jinping said that cooperation between the legislative bodies is important part of China-Kazakhstan comprehensive strategic partnership and plays an irreplaceable special role in promoting the development of the relations between the two countries. Both legislative bodies of the two countries are now striving to provide legal guarantee for realizing the development and rejuvenation of their own countries and to contribute more to deepening China-Kazakhstan friendship, with very broad prospects for cooperation. Hope the legislative bodies of the two countries will further strengthen sharing of experience, learn from each other and support each other in improving legal construction of their own countries and in creating a harmonious social environment.
Nigmatulin said that developing relations with China is one of the top priorities for Kazakhstan's foreign policies. The Kazakh side spoke highly of President Xi's successful visit to Kazakhstan in September, believing that the visit has brought Kazakhstan-China relations into a new era. With the joint efforts of both sides, Kazakhstan-China relationship is in the best period in history and has become an example for good-neighbourly friendship and mutually beneficial cooperation. The Kazakh side is ready to join hands with the Chinese side unceasingly deepening bilateral friendly relations in the fields of politics, economy, people-to-people and cultural exchanges. The Kazakh Parliament is ready to provide legal guarantee for smooth development of friendly cooperation between the two countries to contribute more to the development of Kazakhstan-China relations.
