On the afternoon of August 14, 2005, Kurmanbek Bakiev, President of Kyrgyzstan met in Bishkek with Lu Yongxiang, Chinese President Hu Jintao's Special Envoy, also Vice Chairman of the Standing Committee of the National People's Congress (NPC) and President of the Chinese Academy of Sciences (CAS), who came to attend President Bakiev's inauguration ceremony.

Lu first conveyed the cordial congratulations and kind greetings of President Hu Jintao to President Bakiev for taking office as the President of Kyrgyzstan. Lu said that the Chinese side attaches great importance to the relationship with Kyrgyzstan. The China-Kyrgyzstan friendship is long lasting. Since the establishment of diplomatic ties 13 years ago, bilateral relations have been growing smoothly and the cooperation in various fields has scored remarkable results. China and Kyrgyzstan are good neighbors, partners, and friends. Therefore, consolidating the reciprocal cooperation on the basis of equality, mutual benefits, and mutual respect complies with the fundamental interests of the two countries and peoples. The Chinese side would like to work together with our Kyrgyz friends to earnestly implement the consensuses reached by President Hu Jintao and President Bakiev during the Astana Summit of the Shanghai Cooperation Organization (SCO) and push for the constant development of bilateral relations.

Bakiev thanked President Hu for sending a special envoy to his inauguration ceremony and asked Lu to convey his kind greetings to President Hu. Bakiev said that China is a friendly neighbor of Kyrgyzstan. The Kyrgyz people hold deep feelings toward the Chinese people. The development of Kyrgyzstan-China relations proves that China is a reliable friend of Kyrgyzstan. Both sides understand each other. Strengthening cooperation enjoys a broad prospect. I would like to reaffirm that developing the relationship with China tops the agenda of Kyrgyz foreign policies and the Kyrgyz side would like to work together with the Chinese side to promote the cooperation in various fields including the cooperation within the SCO in a bid to benefit the two peoples.
