On the afternoon of August 17, 2005, Chinese Vice Foreign Minister Qiao Zonghuai held consultations with visiting Romanian Vice Foreign Minister Valentin Naumescu on carrying out the exchange and cooperation between the two foreign ministries in the field of archives.

Qiao made a positive comment on the growth of bilateral relations in recent years and had a candid exchange of views with Naumescu on the exchange and cooperation in the field of archives between the two foreign ministries. Qiao said that the cooperation in the field of archives opens a new area for the cooperation between the two ministries and is a beneficial endeavor. Both sides expressed the will to further upgrade the exchange and cooperation between the two ministries. Both sides also exchanged views on bilateral relations and major international issues such as the reform of the United Nations (UN).

Following the talks, the two vice foreign ministers signed the Agreement on the Cooperation between the Ministry of Foreign Affairs of China and the Ministry of Foreign Affairs of Romania in the Field of Archives.
