The East Asia Summit Adopts the Declaration on Bird Flu Prevention, Control and Response

The 1st East Asia Summit was held in Malaysia's capital city Kuala Lumpur on November 14, 2005. The leaders of the participating countries in the summit adopted the Declaration on Bird Flu Prevention, Control and Response.

The declaration says the participants of the East Asia Summit realize that the outbreak of bird flu has taken place in many countries in the region with severe impacts. It not only affects the poultry sector, but also threatens the region's public health, animal husbandry, trade, tourism as well as economic and social development.

Meanwhile, the participants further realize the prevention and control of bird flu is a global responsibility and requires close coordination and joint efforts of governments, communities and the business circle as well as the active participation of related regional and international organizations.

The declaration says the participants of the 1st East Asia Summit will go all out to enhance the capacity of their nations, the region and the international community to respond, prevent and control the bird flu epidemic through existing bilateral, regional and multilateral channels.

The declaration requires the participants of the summit to comprehensively improve their national policies on emerging epidemics, to reduce the risk of a possible influenza pandemic and to effectively contain the outbreak of bird flu on a national level through the control and eradication of bird flu in the domestic fowls in their own country. It also requires the participants to ensure quick, transparent and accurate communication between the countries on the situation of bird flu, to work out national and regional strategies on the prevention of bird flu and influenza pandemic, and to create a network of anti-virus medicine reserves.

The declaration still requires enhanced cooperation between the members of ASEAN, ASEAN and other participants of the 1st East Asia Summit as well as between international organizations such as World Health Organization, World Organization for Animal Health, Food and Agriculture Organization of United Nations, World Band and Asia Development Bank on the supervision, research and development, risk disclosure as well as evaluation, supply, acquisition and production of vaccine and anti-virus medicine.

The heads of state or government of the members of Association of Southeast Asian Nations (ASEAN), Australia, China, India, Japan, the Republic of Korea and New Zealand attended the East Asia Summit.
