The Second Phase of the APEC Leaders' Informal Meeting Is Held

On November 19, 2006, the Second Phase of the APEC Leaders' Informal Meeting was held in the National Conference Center of Hanoi, Vietnam. Chinese President Hu Jintao attended the meeting and delivered a speech covering a number of topics including energy and environment, health cooperation, and the nuclear issue on the Korean Peninsula. At the second phase of the meeting on the morning, President Hu and the leaders of other member economies delivered speeches successively on related topics. With respect to energy and environment, Hu said that the energy issue concerns the economic and social development of the Asia Pacific region. To safeguard the energy security, we should set up and implement a new energy security concept featuring mutually beneficial cooperation, diversified development and coordinated guarantee. On the one hand, we should strengthen the mutually beneficial cooperation in energy development and exploitation and build up an advanced system for the research, development and promotion of energy technologies. On the other hand, we should create a favorable political environment and improve the international energy market mechanism so as to realize the stable and sustainable supply of international energies at reasonable prices. Hu stressed that in face of the increasingly severe environmental challenges we should improve the proportion of clean energies and give regard to the research, development and application of environment-friendly technologies so as to achieve the coordinated development among economy, energy and environment. APEC has actively carried out energy cooperation and achieved positive results in recent years and should make persistent efforts in the future. China would like to work with other member economies to make contributions to safeguarding the international energy security and realizing the sustainable growth of the region. With regard to health cooperation, Hu said that the Asia Pacific region suffered from a number of outbursts of serious infectious diseases in recent years and the economic development and the lives of the people of the member economies underwent tough tests. In today's world as the economic globalization accelerates, it is only by taking substantial measures to consolidate international cooperation that we can effectively prevent the spread of serious infectious diseases and safeguard the health security. Hu said that APEC adopted a series of documents on health cooperation in recent years, which we should earnestly implement. While improving the international prevention and control measures, we should actively exchange the experience in the prevention and treatment of infectious diseases, promote the transfer of technologies and capitals, and enhance the abilities of developing members in the prevention and control of and response to infectious diseases. This April, China held the APEC Symposium on Emerging Infectious Diseases, at which the members summed up the experience in the prevention and control of infectious diseases. China would like to work together with other members to make constant contributions to safeguarding the health and safety of the people in the regions. Concerning the nuclear issue on the Korean Peninsula, Hu said that this issue concerns the peace and stability in the Peninsula and the South-East Asia. Sticking to a nuclear-free Korean Peninsula and peacefully resolving this issue through dialogues and negotiations have been China's consistent position and the universal expectations of the international community. It is also in the interest of related parties. Hu said that as the permanent member of the UN Security Council, China will take a responsible attitude to earnestly implement related resolutions of the Security Council. We believe, at the same time, that six-party talks are still a realistic means to resolving the nuclear issue on the Korean peninsular through dialogues. China hopes that the concerned parties take actions to resume the six-party talks as early as possible and implement the 9•19 Joint Statement reached last year in a bid to realize the goal of a nuclear-free peninsular. China will, as always, work with the related parties and the international community to play a constructive role in advancing the process of peace talks and resolving the nuclear issue on the Peninsular as early as possible. After the conclusion of the second phase of the meeting, President Hu attended the working luncheon hosted by Viet Nam's President Nguyen Minh Triet for the participating leaders. On the afternoon, the participating leaders, wearing the Vietnamese traditional costume, attended the reading ceremony of the Hanoi Declaration of the 14th APEC Leaders' Informal Meeting. Following the ceremony, the participating leaders took group photos at the Island at the West Entrance of the National Conference Center. The 14th APEC Leaders' Informal Meeting closed. The Declaration stresses that the leaders of APEC member economies are gathered in Hanoi for the 14th APEC Leaders' Informal Meeting under the theme of "Toward a Dynamic Community for Sustainable Development and Prosperity" and with a common vision of realizing regional stability, security and prosperity. The Declaration points out that the members are committed to realizing free and open trade and investment, preventing threats to sustainable development, creating a secure and favorable business environment, enhancing human security and striving to establish a dynamic and harmonious Asia Pacific community for the well-being of the people in the Asia Pacific. The Declaration emphasizes that the leaders of the member economies endorsed the Hanoi Action Plan to take specific measures, schedules and capacity building initiatives toward the Bogor Goals. Hu left Viet Nam by his special plane on the afternoon and headed for the Laos for a state visit.
