The Cooperation Strategy between the People's Republic of China and the Republic of Kazakhstan for the 21st Century

At the invitation of Chinese President Hu Jintao, Kazak President Nursultan Nazarbayev paid a state visit to the People's Republic of China from December 19 to 23, 2006. During his visit, Chairman Wu Bangguo of the Standing Committee of the National People's Congress and Premier Wen Jiabao of the State Council respectively met with President Nazarbayev. The heads of state reviewed and summarized the development course of bilateral relations since the establishment of diplomatic ties 15 years ago. They satisfactorily pointed out that the bilateral cooperation in various fields has won outstanding achievements and witnessed substantial and positive changes. There are no pendent political issues between the two countries. The two sides have completely resolved the boundary demarcation and survey issues. China declared offering security guarantee to Kazakhstan after Kazakhstan abandoned nuclear weapons. The two countries have established effective dialogue mechanisms. The two sides conducted friendly exchanges of views on important issues of common concern on the basis of equality and respect for each other's interest. The two sides have established and launched the cooperation mechanisms in various fields. The China-Kazakhstan Cooperation Committee and the sub-committees have played important roles. The military and security cooperation between China and Kazakhstan is developing smoothly. The related agreements reached by the two sides have been carried out. The pragmatic cooperation is expanding in such fields as economy, trade, energy, transportation, culture, environmental protection and the joint exploitation of the resources of trans-boundary rivers. Both sides agree that it is a priority in the diplomatic policies of the two countries to constantly consolidate and deepen China-Kazakhstan relations for it is not only in the fundamental interest of the people of the two countries but also conducive to maintaining regional peace and stability. The Treaty on China-Kazakhstan Good-Neighborly and Friendly Cooperation, which was signed on December 23, 2002, has laid a solid legal foundation for the continuous and stable development of bilateral relations. The 2003-2008 China-Kazakhstan Cooperation Outline, which was signed on June 3, 2003, is a guiding document that identifies the priorities of cooperation in various fields for the mid and long term. The Joint Statement on Establishing and Developing the Strategic Partnership between the People's Republic of China and the Republic of Kazakhstan, which was signed on July 3, 2005, is of important historic significance, symbolizes a new development stage for China-Kazakhstan relations. Such bilateral relationship is embodied as follows: the mutual political trust is further strengthened; the cooperation in maintaining regional security and stability is continuously deepened; the mutually beneficial cooperation in economy and trade is constantly expanded and deepened; and both sides are committed to realizing the common development and prosperity, furthering the cooperation in the human and cultural field, strengthening the people-to-people exchange and consolidating the traditional friendship between the people. Based upon the above-mentioned facts, the heads of state declared further developing and deepening China-Kazakhstan strategic partnership for the 21st century for the benefit of the two countries and the people. To this goal, both sides will adopt measures to strengthen cooperation in the following key areas: I Politics (I) Both sides will continue to maintain high-level political dialogues. Leaders of the two countries will have regular exchange of visits so as to exchange views on bilateral relations and urgent international issues. (II) Both sides will improve the work of China-Kazakhstan Cooperation Committee to make it play the role as a leading coordinator in implementing various agreements reached by both sides and promoting the pragmatic cooperation between the two sides in various fields. Both sides may, if necessary, adjust the organizational structure of the committee according to the Charter of the committee. (III) The parliamentary cooperation plays an important role in promoting the development of bilateral relations. Both sides will continue to strengthen and expand the exchange and cooperation between parliaments, political parties and civil societies. (IV) Both sides agree that the smooth completion of the boundary demarcation and survey, the strict implementation of the agreements on strengthening the military trust along the border area, and the mutual reduction of the military forces, the rational utilization of resources of trans-boundary rivers, and the prevention of and the fight against the infiltration of terrorist, separatist and extremist forces and other transnational crimes are conducive to maintaining the security, stability and order along the border area and consolidating the good-neighborly relations and pragmatic cooperation between the two countries. The Agreement on China-Kazakhstan Boundary Management System between China and Kazakhstan, which was signed during the visit, is of important significance and offers a legal foundation for consolidating the cooperation along the border area and handling the related boundary issues timely and properly. (V) Both sides are determined to firmly support each other's policies and actions on safeguarding national sovereignty, reunification and territorial integrity. The Kazak side will unswervingly adhere to the one-China policy and acknowledges that the Chinese government is the only legitimate government representing the whole of China and Taiwan is an inalienable part of China's territory. The Kazak side opposes to the independence of Taiwan, opposes to Taiwan's participation in any international or regional organizations that can only be represented by the sovereign countries, and pledges not to conduct any official exchanges with Taiwan. China speaks highly of the Kazak position. Both sides agree that national sovereignty and territorial integrity is a matter of prime importance. Both sides will not take any action that will damage the sovereignty and security interest of the other side under any situation and at any time. II Economy (I) Both sides agree that the blueprint for China-Kazakhstan economic cooperation and development is of major significance to identifying the prospects of economic relations between the two countries. (II) Both sides will strive to increase the bilateral trade volume to USD10 billion by 2010 and USD15 billion by 2015. Both sides will make great efforts to achieve the balance between import and export in the bilateral trade, increase the proportion of products with high added value, and realize the diversity of commodity structure. Both sides will strengthen the cooperation on combating the fake products and the infringement on the intellectual property rights. Both sides will promote the growth of border trade, support the expansion and deepening of direct economic links between the border and inland areas of the two countries, improve the role of Huoerguosi International Border Cooperation Center as the center for the countries in this region in conducting economic and trade activities and developing the processing industry. (III) Both sides will support the economic entities of the two countries to carry out the projects on the construction of China-Kazakhstan crude oil pipelines and natural gas pipelines, expand the cooperation in the exploitation and development of oil and natural gas, and develop the cooperation in the processing of oil and natural gas, the construction of new power facilities and the transmission of electricity to the market of the third country. (IV) While continuing to carry out the large-scale oil and gas projects, both sides should intensify efforts to implement important projects in the field of non-raw materials, improve the investment environment, and actively support the companies of the other side investing in the domestic market, especially companies in the fields of oil and gas machine and equipment manufacturing, foods, textile industry, transportation, logistic service, metallurgy, building materials and tourism. Both sides welcome and encourage the two-way investment and will create conditions and adopt measures to protect the legal rights and property safety of the investors. (V) Under the domestic legal framework of the countries, both sides will create fair conditions and offer facilitations for the banks to do business in each other's market and support them to establish the cooperative partnership and develop agent business. (VI) Both sides will increase the cargo-shipping volume by railway and study the possibility to construct a new railway between China and Kazakhstan after identifying the potentials in goods transportation. Both sides will widely exploit the potentials of transit transport and promote the establishment of international transport passage so as to guarantee the goods transportation in the Euro-Asian region and within the borders of China and Kazakhstan. Both sides will develop the competitive and modern transportation and communications infrastructure. They will realize the quick custom declaration of goods and promote the Euro-Asian transportation by perfecting logistic services and optimizing transport conditions. Both sides will adopt measures to increase the number of cross-continent container trains and guarantee that the fixed route of container trains will be strictly followed. Both sides will perfect the coordination across different agencies including frontier defense, custom, inspection, quarantine and railway. (VII) Both sides will adopt measures to solve problems arising from the cooperation in the fields of frontier defense, custom, inspection, and quarantine. Both sides will simplify the custom procedures, improve the custom supervision system and promote the establishment of unified standards. (VIII) Both sides will further the regional economic cooperation under the framework of Shanghai Cooperation Organization through the adoption of trade and investment facilitation measures and the implementation of economic and technical projects with regional significance. (IX) Both sides will sign the Agreement between the Government of the People's Republic of China and the Government of the Republic of Kazakhstan on Short-term Labor Service of Citizens of the People's Republic of China and Citizens of the Republic of Kazakhstan to intensify the cooperation in the labor area. III Science and Technology (I) Both sides will give full play to the potentials of the existing scientific and technological cooperation and develop the cooperation in application science and technology so as to bring tangible benefits to the economies of the two countries. (II) Both sides will strengthen the exchanges between scientific academies, industry research institutes and scientific and technological research agencies of the two countries. (III) Both sides will adopt measures to open joint centers for scientific and technological cooperation and build up scientific and technological parks on the basis of equity. IV Human and Cultural Area (I) Both sides agree that the cooperation in the human and cultural field is a part of the entire bilateral relations and it should be intensified. The cooperation in this field is conducive to the consolidation of friendship and mutual understanding between the two countries and the people. Both sides will intensify bilateral cooperation in education, culture, mass media, public health, tourism and sport. (II) Both sides will continue to hold the "Cultural Day", expand the cultural exchanges and organize the art groups, performers and art workers for road shows. Based upon the holding of the cultural festivals, both sides will study the possibility of diversifying the forms of cooperation in the human and cultural field. (III) Both sides will actively explore the possibility of building up national cultural centers on each other's land. (IV) Both sides will continue to promote the human and cultural contacts and exchanges along the border area, deepen the cultural exchanges and solve such problems as archeological cooperation, historical files research, the celebration of folk-custom festivals and enhancing exchanges and cooperation in broadcasting and TV programs. IV Security and Environmental Protection (I) Both sides will continue to maintain the momentum of sound cooperation in safeguarding security and combating transnational crimes, terrorism, separatism and extremism under both bilateral and multilateral frameworks. Both sides reaffirm that they will not allow any organization or individual in one country to conduct any activity that undermines the national sovereignty, reunification and territorial integrity of the other country. Both sides emphasize that the cooperation in the security field between the two countries is not targeted at the third country. (II) Both sides are willing to continue to strengthen the consultation, coordination and cooperation between defense departments so as to effectively deal with new challenges and threats to regional security. (III) Both sides will continue the cooperation between the law enforcement departments in combating drug trafficking, smuggling of weapons and exploders, money laundering and organized transnational crimes, especially along the border area. Both sides will adopt the positive measures to attack the illegal immigration and improve the legal foundation of the cooperation in this field. (IV) Both sides agree that the two countries have maintained the momentum of sound cooperation at a high level in the field of preventing and eliminating the emergencies. In order to guarantee the security under emergencies, it is necessary for the two related governments to enhance the constructive dialogues on the prevention and reduction of disasters and carry out the joint disaster relief exercise to tackle and eliminate environmental threats under the framework of Shanghai Cooperation Organization. Both sides speak highly of the achievements by the China-Kazakhstan joint committee for the utilization and protection of trans-border rivers. Both sides will, in the principle of equity and reasonableness, continue the cooperation under the existing mechanism and set down related concrete measures so as to ensure the reasonable utilization and protection of trans-border rivers and biological resources and safeguard the tangible benefits of both sides in various fields. VI International Arena (I) Both sides will expand bilateral cooperation in the international field to make positive contributions to regional peace and stability. Both sides agree to abide by the purposes and principles of the U.N. Charter and other universally recognized rules of international law and establish a new global security framework on the basis of them. Both sides acknowledge that each country has the right to safeguard its national reunification and sovereignty, choose the development road independently based on its own national conditions and take an equal part in the international affairs. Both sides also acknowledge and respect the diversity of cultures and civilizations in the world. Both sides will contribute to the dialogues between the different cultures and religions in the world. The Chinese side speaks highly of the initiative raised by the Kazak side to hold the Congress of the Leaders of World and Traditional Religions. (II) Both sides are convinced that the UN plays a key role in safeguarding the world peace and security. Both sides speak highly of the high-level coordination between the two countries on the UN issues. Both sides believe that it is necessary to reform the UN and oppose doing it with haste. Both sides express that the reform of the UN involves the interest of all members. The UN should promote and intensify multilateral coordination, improve its authority and efficiency and strengthen its ability to meet with new challenges and threats. The related decisions should be made on the basis of extensive consultation and consensus. (III) Both sides advocate solving the existing and emerging international issues and regional disputes through political and diplomatic means. Both sides believe that the long-standing Middle-East issue should be resolved fairly and peacefully. Both sides call on the early normalization of the political situation in Iraq. Both sides believe that the resumption of peace in Afghanistan will be conductive to stabilizing the regional situation and combating drug production and trafficking. (IV) Both sides agree that the threat of terrorism is of global and comprehensive nature and point out that it is necessary to intensify the anti-terrorist coordination under the framework of the UN. Both sides will enhance the cooperation under the framework of the "Euro-Asian Team" in the fight against the legalization of criminal property and the financing to terrorist activities. (V) Both sides reaffirm that the further consolidation of the international nuclear non-proliferation mechanism on the basis of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The Chinese side speaks highly of the Kazak historic decision to abandon nuclear weapons. China believes that it is a vivid example showing that the Kazak side loves peace and is committed to global stability. Both sides point out that the Iranian nuclear issue must be resolved peacefully through diplomatic negotiations and the six-party talks must be advanced so as to realize the denuclearization of the Korean Peninsula. Both sides support the efforts in build a nuclear-free central Asia and the signing of related agreements. (VI) Both sides will conduct the cooperation in safeguarding the peace and stability of the region as well as the world and actively participate in bilateral and multilateral mechanisms and consultations on guaranteeing the regional security. (VII) Both sides agree that in the context of fluctuating international and regional situations, the growing Shanghai Cooperation Organization has become an important platform to deepen the good-neighborly relations among members on the basis of mutual trust and benefit, an effective mechanism to maintain the regional peace, security and stability and a strong factor to exert profound influence on the geopolitical course. Both sides will make unswerving efforts to deepen the pragmatic cooperation in security, economy and other fields under the framework of Shanghai Cooperation Organization. The Fifth Anniversary Summit of Shanghai Cooperation Organization, which was held on June 15, 2006 in Shanghai, has injected new vitalities into the development of the organization. As active participants in the Conference on Interaction and Confidence-Building Measures in Asia (CICA), China and Kazakhstan will further promote the smooth development of CICA. Both sides point out that the Second Summit of CICA held on June 17, 2006 in Almaty is an important milestone for the institutionalization of the forum mechanism. Both sides point out that the central Asian countries have unique historical and cultural traditions. The international society should respect the development roads independently chosen by the people of the central Asian countries based on their own national conditions. The stability and security of the central Asian countries, the continuous economic development and the constant social progress of the region are in the fundamental interest of China and Kazakhstan. Both sides reaffirm the willingness to expand the cooperation with other central Asian countries in various fields, especially the collaboration in combating terrorism, extremism and separatism, under the respective bilateral frameworks and the framework of Shanghai Cooperation Organization.
