Assistant Foreign Minister He Yafei Attends the 8+5 Meeting

On October 16, 2007, Assistant Foreign Minister He Yafei attended the meeting between the coordinators of G8 and China, India, Brazil, South Africa and Mexico on climate change in Berlin. Issues including economic growth and climate change, improvement of the existing cooperation framework on climate change, how the 8+5 members can contribute to tackling climate change and strengthening of coordination on climate change were discussed at the meeting.

He introduced China's position on the above issues and measures to address climate change. He pointed out that climate change is closely linked with the development of all countries, the survival of mankind and the future of the earth and poses challenge to the entire world. Countries should enhance cooperation and take appropriate countermeasures. The United Nations Framework Convention on Climate Change and the Kyoto Protocol lay down a sound foundation for the cooperation on climate change and require careful implementation. With a long history of emission and a high level of per capita discharge currently which have caused climate change, the developed countries should continue to take a lead in reducing greenhouse gas emission after 2012 in the principle of "common but differentiated responsibilities". They should also demonstrate political sincerity, push for the completion of negotiations on reduction arrangement after 2012 at the earliest date possible and show to the international community their determination of tackling climate change. In this process the developed countries should reinforce technical transfer and assistance to developing countries and help them increase capacity to cope with climate change.
