On November 13, 2009, Chinese President Hu Jintao met with his Chilean counterpart Michelle Bachelet Jeria in Singapore, reaching important consensus on furthering bilateral ties.

Hu made positive comments on the progress of China-Chile relations, pointing out that bilateral ties have entered a new stage of rapid development since the establishment of bilateral comprehensive cooperative partnership in 2004. Both sides have earnestly implemented the consensus reached by their heads of state and made lots of new progress in bilateral ties. First, both sides have maintained frequent high-level contacts and continuously built up political trust. Hu appreciated Chile for its long-term adherence to the one-China policy and its understanding and support on issues concerning Taiwan and Tibet. Second, economic and trade cooperation has reached a new height. The China-Chile FTA Agreement on Trade in Goods is under smooth implementation and their economic cooperation has been continuously strengthened. The signing of such cooperation documents as the agreement on customs co-operation and mutual administrative assistance and the China-Chile flight agreement will provide favorable conditions for further development of trade relations and increase of personnel exchanges. Third, humanities exchanges have become more dynamic. As next year will mark the 200th anniversary of the independence of Chile, an exhibition of Chinese Terra Cotta warriors will be held in Chile.

Hu emphasized that China and Chile are good friends and good partners. China has always viewed and handled ties with Chile from a strategic height. Hu put forward three proposals toward further advancing the relations. First, Hu said, the two countries should maintain high-level contacts and continue to support each other on issues concerning major concerns and core interests of the other side. Secondly, Hu proposed that both sides join hands in addressing the impact of the international financial crisis by adopting positive measures to maintain a stable growth of bilateral trade. He also said the two countries should push their bilateral supplementary agreement on service trade to take effect at an early date and accelerate negotiations on a bilateral investment agreement based on reciprocity and mutual benefits. The Chinese government, Hu said, would continue to encourage and support China's well-established companies to invest and do business in Chile. Third, Hu said China and Chile should take advantage of next year's 40th anniversary of their diplomatic ties to expand cultural exchanges so as to enhance their mutual understanding and friendship and make their friendship more deeply rooted in the hearts of both peoples. China is ready to strengthen scientific and technological cooperation with Chile, including cooperation in exploration of the South Pole. He hoped that both sides will make joint efforts to push forward China-Latin America relations. The Chinese president appreciated the important role that Chile has played in maintaining solidarity and cooperation in the region.

Regarding climate change, Hu said the international community has paid great attention to the Climate Change Conference scheduled for December in Copenhagen, Denmark. He expressed hope that the summit could reach a fair and balanced agreement based on the principles of the UNFCCC and its Kyoto Protocol and the mandate of the Bali Roadmap, especially the principle of common but differentiated responsibilities. Noting that China and Chile share the same or similar positions on the issue of climate change, Hu said China is ready to strengthen communication and cooperation with Chile to push for positive results at the Copenhagen conference.

Bachelet warmly congratulated China on the 60th anniversary of the founding of the People's Republic of China and said she is satisfied with the smooth development of relations with China. She said that bilateral cooperation has grown closer as the free trade area between the two countries works well. She also said she hopes both sides will work together to consolidate their comprehensive friendly cooperation, proposing such areas as mining, science and technology, exchanges between localities and cities and exploration of the South Pole. She warmly welcomed the exhibition of Chinese Terra Cotta warriors to be held in Chile, saying that it will greatly promote cultural exchanges between the two countries. Next year will mark the 40th anniversary of Chile-China diplomatic ties, as well as the 200th anniversary of the independence of Chile. The Shanghai World Expo to be held next year will be a grand world gathering where both sides can carry out colorful exchange activities. Bachelet said Chile highly praised China's 2008 Policy Paper on Latin America and the Caribbean region. She said Chile is ready to play an active role in advancing China-Latin America relations. China has made remarkable achievements in coping with climate change and the two countries share similar positions on this issue as both adhere to the principle of common but differentiated responsibilities. She hoped for enhanced cooperation with China to safeguard rights and interests of developing countries.

After the meeting, the two leaders attended a signing ceremony of relevant cooperative documents.
