Excellencies,
Ladies and Gentlemen, Dear Friends,

Good evening! Welcome to join this reception today to celebrate the 67th anniversary of the founding of the People's Republic of China. I'd like to specially thanks Your Royal Highness Crown Prince to honor this happy occasion.

The Chinese civilization has a long history of five thousand years, so the 67 years is just a split second. But the past 67 years has witnessed tremendous change sand development in China. Chinese people also get stronger "sense of gain" from the development.

This year marks the start of implementation of China's 13th Five Year Plan. Following the development concept of innovation, coordination, green, open and sharing, China continues the process for economic and social development. In the first half of this year, against the down side risk of global economy and the difficulties in economy in China, we realized a growth rate of 6.7 percent. China contributes almost 30 percent for the world economic growth. Meanwhile, with the restructure of industries, change of development engines and promotion of reform and innovation, Chinese economy is now more balanced, inclusive and sustainable. The quality of the growth is improving.

However from the global perspective, there are still numerous difficulties and challenges for world economy, including the lack of growth engine, the week demand, the financial turbulence, the sluggish world trade and investment, the absence of inclusiveness and sustainability for growth and etc. To address these challenges and promote the strong, sustainable, balanced and inclusive economic growth, early this month, the G20 Hangzhou Summit was held in China. Chinese President Xi Jinping put forward important suggestions, including improving macro policy coordination, innovating development ways, perfecting global economic governance, building open economy, implementing Sustainable Development Agenda for 2030 and promoting inclusive development. After rounds of discussions, leaders from around the world reaches the Hangzhou Consensus to make joint efforts for the recovery of global economy.

Meanwhile, in order to make the voice of developing countries heard, as the chair of G20, China invited the most developing countries to participate the Summit, and for the first time, put the issue of development, the major concern of developing countries at the front and center of the global macro policy framework. It's also the very first time that G20 work out a plan for implementing the Sustainable Development Agenda for 2030. All these sends a clear signal that all countries and people should benefit from the growth and development.

Also of same importance, before the Summit, China approved the Paris Agreement on Climate Change and handed over the deposit instruments to UN Secretary-General Ban Ki-moon. China is one of the first group of G20 countries approved the Paris Agreement and has played an active leading role in pushing it come into force as early as possible.

Ladies and Gentlemen,

In the year passed, with the support from Tongan Royal Family and joint efforts from government, companies and people from two sides, there are great new progress for China-Tonga friendship and exchanges.

In political sector, both sides have frequent exchanges. Hon. Lord Speaker and many Cabinet Ministers, Members of Parliament paid visit to China. Both sides have friendly exchanges on the world peace and development and the expanding of bilateral cooperation in various sectors. Both sides also conduct dialogue and consultations on important international and regional issues and deepen our mutual trust and consensus.

In economic sector, we see more fruits for our cooperation. The China-Aid St. George Palace projects has been going smoothly.The feasibility study for the construction of stadium for 2019 Pacific Games is now finished. Chinese agriculture expert based in Tupou College, Vaini Farm and Vava'u Farm continues to promote agricultural technology to the locals.

About investment, early this month, Chinese Zhuhai Singyes Company signed Power Purchase Agreement with Tonga Power. According to the Agreement, Singyes would invest more than 10 million Pa'anga to build a 2 Mega Watts solar farm, which would assist Tongan side one step further to realize the Energy Road Map target and lower the power price. Chinese Yanbei Group also input 9.6 million Pa'anga to set up the Ofa Ki Tonga company and introduced the bottle water and food processing production line. It contributes jobs to the local as well as revenue to the government and will also enlarge Tonga's exportation.

For cooperation between local governments, Guangdong and Tonga has built a closer relations. In August, Mme. Chen Xiaochuan, Vice Chairlady of Standing Committee of Guangdong People's Congress paid a visit in Tonga and exchanges ideas for cooperation with Tonga parliament and government. The medical experts accompany the delegation also provided free medical service to the locals. Dongguan City of Guangdong Province also signed MOU with Tonga for a closer cooperation and established the sister relations with Ha'apai. Dongguan has provided agriculture equipment, donated computer classroom in Tonga High School and Ha'apai High School, rebuilt campus road for Tupou College and handed over education and health materials to relevant departments to support the development of Tonga in all the mentioned sectors.

In people to people area, there are more frequent and deep exchanges between two sides. This year, Chinese government provides 28 scholarship to Tongan students, including 4 officials from Ministry of Public Enterprises and Ministry of Revenue and Customs. Now they already started their graduate or undergraduate study in China. In last May and August, Chinese top Traditional Orchestra and Guangdong Art Delegation visited Tonga and exposed Chinese culture to our Tongan friends. Dongguan Art Delegation also visited and performed in Tonga High School and won overwhelming cheers from the students.

At the same time, China-Tonga visa waiver agreement for ordinary passport holders have come into force. It would further facilitate the mutual exchanges between our peoples. What's more, Chinese side would support a 25-member delegation organized by Tongan Ministry of Tourism to join the upcoming 21ST Century Maritime Silk Road Expo to show the unique beauty of Tonga culture, including the music, dancing, costume, handicraft and the rich tourism resources. It would help Chinese people to learn about the colorful culture of Tonga and attract more tourists cross the Pacific.

Ladies and Gentlemen,

As mentioned in a Chinese poetry, true friends afar bring a distant land near. Both China and Tonga are developing countries and we all have the crushing task for development and improving the living standard of our people. We are thousands of miles from each other, but the exchanges are growing, mutual beneficial cooperation is enlarging and the friendship between our people is deepening. Chinese people and Chinese government would continue to support Tongan people and Tongan government to reach its sustainable development goals. Chinese side is ready to further expand the cooperation with Tongan side and bring more benefits for our peoples.

Lastly, may I propose a toast for the prosperity of China and Tonga!
