On the occasion of the founding of the Shanghai Cooperation Organization (SCO) Secretariat, I would like to extend my heartfelt congratulations to you on this major event of great importance to our lives and on your appointment to the lofty position of the Secretary-General of SCO.

The establishment of SCO Secretariat inBeijingand the appointment of a PRC representative as the first Secretary-General reflect the general recognition by all parties ofChina's important role as an initiator and an active institution builder of the Organization.

Kyrgyzstanhighly values SCO and regards it as an important mechanism to ensure peace, stability and development in Eurasia.

The establishment of a permanent SCO Secretariat and a Regional Anti-Terrorism Structure signifies that SCO has started its operation as an independent international organization in its full sense.

SCO's establishment is a timely step that adapts to the profound changes in the international situation and conforms to the need to establish a fair and rational new international political and economic order featuring equality, mutual benefit and security for all.Here I would like to point out with satisfaction that our organization is first and foremost characterized by the existing respect and trust among its Members in handling complex issues.The founding of SCO is the result of collective efforts of its six Members.At the same time, we still face the arduous task of strengthening SCO, boosting its international profile and turning it into an effective instrument for safeguarding peace and promoting economic cooperation for mutual benefit.

Your Excellency Mr. Zhang Deguang, I wish you success in your lofty mission as the Secretary-General of SCO.I am confident that under your leadership, the Secretariat will play its role as an effective mechanism in strengthening the Organization and fulfilling the purposes and objectives contained in its Charter.
