Xi Jinping Holds Talks with President Jakaya Kikwete of Tanzania,Stressing Joining Hands to Promote China-Tanzania Comprehensive and Cooperative Partnership Featuring Mutual Benefit and Win-Win Outcome

On October 24, 2014, President Xi Jinping held talks with President Jakaya Kikwete of Tanzania at the Great Hall of the People. The two heads of state spoke highly of the traditional friendship between China and Tanzania, and unanimously agreed to inherit the past and usher in the future, joining hands to promote the development of the China-Tanzania comprehensive and cooperative partnership featuring mutual benefit and win-win outcome.

Xi Jinping welcomed President Kikwete's visit to China on the occasion of the 50th anniversary of the establishment of the China-Tanzania diplomatic relationship. Xi Jinping pointed out that the China-Tanzania friendship has withstood the testing of international vicissitudes and developed even stronger. The two sides have always understood each other, learnt from each other and helped each other, becoming good friends, good partners and good brothers weathering all conditions. During my visit to Tanzania last March, I reached important consensus with you on uplifting the China-Tanzania relationship to a comprehensive and cooperative partnership featuring mutual benefit and win-win outcome. Over a year, both sides have maintained close cooperation, actively implemented the achievements of the visit, and gained new progress. China is willing to work with Tanzania to inherit the past and usher in the future, initiating a new chapter of the China-Tanzania relationship, so as to play a leading and exemplary role in deepening the friendly and mutually beneficial cooperation between China and Africa.

First, China and Tanzania should be a model of friendship, weathering all conditions and sharing weal and woe. We should maintain high-level exchanges, enhance exchanges between the two governments, legislatures, and political parties as well as regional and non-governmental exchanges, and continue mutual understanding and support on issues concerning each other's core interests and major concerns.

Second, China and Tanzania should be a model of cooperation, striving for mutual benefit and win-win outcome and seeking common development. China supports Tanzania in establishing regional logistical centers and manufacturing bases as well as in building special economic zones and industrial parks. China is also willing to strengthen cooperation with Tanzania in such fields as infrastructure construction, aviation and finance. The Tanzania-Zambia Railway is a historical monument of China-Africa friendship. We should make it display new vitality.

Third, China and Tanzania should be a model of development, yielding comprehensive development and common progress. China is willing to actively help Tanzania with its economic and social development, and will continue to dispatch medical teams and experts in agricultural technology to Tanzania, so as to cultivate talents for Tanzania.

Fourth, China and Tanzania should be a model of international cooperation, promoting world peace and safeguarding common interests. China is willing to strengthen communication and coordination with Tanzania on major international and regional issues such as the United Nations (UN) affairs and climate change, so as to push the international order to develop towards a more just and reasonable direction. China supports Tanzania's efforts in safeguarding regional peace and stability. Next year, the sixth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) will be held. China is willing to make joint efforts with African countries including Tanzania to well hold the meeting, so as to promote the new type of China-Africa strategic partnership to a new level.

Kikwete said that the traditional friendship between Tanzania and China was jointly initiated and cultivated by the elder generations of leaders of the two countries. President Xi Jinping chose Tanzania to pay his first visit since his assumption of office, which has powerfully promoted the new development of the Tanzania-China relationship in the new era and has become a favorite tale in Tanzania till today. Tanzania appreciates China for its long-term valuable support and assistance, cherishes the friendly relations with China, and will continue its firm support to China as always. He has visited China multiple times and witnessed the huge development and changes of China. The development of China has provided much beneficial enlightenment to them, among which an important point is that China has found a development path conforming to its national conditions and will unswervingly move forward along this road. China has good policies and can implement them consistently. Tanzania is now committed to realizing its industrialization and modernization, and hopes to enhance exchanges with China, learn from China's successful experience and expand cooperation in various fields, so as to accelerate its economic and social development, giving the country a completely new look. African people appreciate China for its timely assistance for West African countries fighting against the Ebola epidemic, and thank President Xi Jinping for his announcement a moment ago that China will provide a new round of assistance. Tanzania is willing to strengthen cooperation with China, well build the FOCAC, and join hands with China to meet various challenges so as to promote peace, stability and development in the African region.

After the talks, the two heads of state jointly witnessed the signing of the documents such as the agreement on economic and technological cooperation between the two governments.

Prior to the talks, President Xi Jinping held a welcoming ceremony for President Kikwete at the square outside the East Gate of the Great Hall of the People. The state guests' motorcade escorted by motorcycles went along the Chang'an Street and arrived at the Great Hall of the People. Kikwete and his wife were welcomed by Xi Jinping and his wife Mme. Peng Liyuan. The military band played the national anthems of Tanzania and China. A 21-gun salute was presented. Kikwete, with the accompany of Xi Jinping, inspected the guard of honor of the three armed forces of the People's Liberation Army and watched the march-past. Vice Chairman of the Standing Committee of the National People's Congress (NPC) Chen Zhu, State Councilor Yang Jiechi, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CCPPC) Ma Biao and others were present at the welcoming ceremony.
