Assistant Foreign Minister Chen Xiaodong Attends Series of East Asia Summit Senior Officials' Meetings

From June 6 to 8, 2018, the 24th China-ASEAN (Association of Southeast Asian Nations) Senior Officials’ Consultation (China-ASEAN SOC), ASEAN Plus Three (China, Japan and the Republic of Korea (ROK)) Senior Officials’ Meeting (APT SOM), East Asia Summit Senior Officials’ Meeting (EAS SOM) and ASEAN Regional Forum Senior Officials’ Meeting (ARF SOM) were held in Singapore. Assistant Foreign Minister Chen Xiaodong led a delegation to attend the meetings.

At the China-ASEAN SOC, the Chinese side expressed that China is willing to take the 15th anniversary of the establishment of bilateral strategic partnership and the China-ASEAN Year of Innovation as opportunities to formulate the China-ASEAN Strategic Partnership Vision 2030, plan the long-term development of bilateral relations, strengthen the alignment of the Belt and Road Initiative and the development plans of the ASEAN, facilitate the innovation-driven development, and promote the sub-regional cooperation, in a bid to push forward the process of economic integration in East Asia.

At the APT SOM, the Chinese side noted that China, as the presidency of the China-Japan-ROK cooperation and the co-chair of the “10+3”, firmly supports the role of “10+3” as the main channel in East Asia cooperation, and stands ready to work with all relevant parties to deepen practical cooperation in all fields, accelerate the negotiations on the Regional Comprehensive Economic Partnership, and promote the early implementation of the cooperation mode of "China-Japan-ROK+X” in ASEAN countries.

At the EAS SOM, the Chinese side expressed that the summit should focus on development and cooperation, well implement the Manila Plan of Action to Advance the Phnom Penh Declaration on the East Asia Summit Development Initiative (2018-2022) and boost cooperation in six major fields. China calls on all parties to innovate new security philosophy, cooperate in coping with the traditional and non-traditional security threats, and properly address the regional hotspot issues so as to maintain regional peace and stability.

At the ARF SOM, the Chinese side expressed that the forum should strengthen confidence-building measures, focus on the non-traditional security challenges and intensify practical cooperation. Based on the consensus, the forum should carry out preventive diplomatic practices from less sensitive areas. The number of ARF cooperation projects put forward by China in recent years has accounted invariably for over one third of the total. China is willing to work with all parties to jointly advance the forum to improve the level and capacity building of regional security cooperation.

Chen Xiaodong expounded on China’s stance on the South China Sea issue, and stressed that China has indisputable sovereignty over the Nansha Islands and their adjacent waters at relevant meetings. It is China’s need to safeguard its state sovereignty and security, and its exercise of legitimate rights endowed by international law that China deploys necessary national defense facilities on its own territory and carries out normal military training activities according to its security circumstances and the threats it may face, which does not target any other country, and has nothing to do with the so-called militarization. China is working with the ASEAN countries to implement the Declaration on the Conduct of Parties in the South China Sea (DOC) in a comprehensive and effective manner, and steadily advance the consultations on the Code of Conduct in the South China Sea (COC) so as to jointly maintain the peace and stability in the South China Sea. It is hoped that countries outside the region should respect the efforts of the countries in the region, play a constructive role in safeguarding the peace and stability in the South China Sea, and create a sound atmosphere for the implementation of the DOC and the acceleration of the consultations on the COC.

During the meetings, Assistant Foreign Minister Chen Xiaodong also met with several senior officials from other countries present, exchanging in-depth views on regional cooperation in East Asia, bilateral relations and issues of common concern.
