Madam Chairperson,

In recent years, the United Nations' Millennium Development Goals have become a popular banner guiding the international development cooperation. Red Cross and Red Crescent Societies have made great contributions to achieve the Millennium Development Goals in strong partnership with the United Nations and others.

However, we still have a long way to go. The process of globalization has promoted global economic and social development. At the same time, the world is developing in a more unbalanced manner. As a result, we are facing new humanitarian challenges. Climate change, international migration, urban violence, HIV and other global issues are threatening the the process of development, pushing the vulnerable into a more difficult situation.

Responding to these challenges, the we need strong partnership between government, national societies, and the people.

For many years, China Red Cross has been active in the underdeveloped regions, providing relief to the poor affected by illness or natural disasters. Our volunteers provide community services to improve the local conditions like water, sanitation and the environment. Their work reduced disaster risks and improved the quality of life for the vulnerable in an effective way. China Red Cross plays an unique role in the HIV prevention. We listen to the voice of "high-risk" groups, we advocate on behalf of people living with HIV, we fight against discrimination and strive for a harmonious society.

Madam Chairperson,

Chinese government has proposed a scientific concept of development, which stresses coordination and harmony. China are taking effective measures to balance urban and rural development, balance regional development, balance economic and social development, and ensure the harmonious development of human and nature.

China Red Cross is an auxiliary to the government in the humanitarian field. We are facing an important development opportunity. We are working hard to build up capacity, streamline operational mechanism, and mobilize social resources to provide better services for vulnerable groups. We also hope that China Red Cross will be more actively involved in international cooperation and work together with you, my dear colleagues, for our common goals.
