"Law Seminar Commemorating 20th Anniversary of Hong Kong's Return to China" Successfully Held in Shenzhen

On July 9, 2017, the “Law Seminar Commemorating the 20th anniversary of Hong Kong’s Return to China”, co-organized by the Department of Treaty and Law of the Ministry of Foreign Affairs, the Guangdong Province Law Society and Shenzhen University, was held in Shenzhen. Deputy Director of Hong Kong Basic Law Committee under the Standing Committee of the National People's Congress Elsie Leung, Director-General of the Department of Treaty and Law of the Ministry of Foreign Affairs Xu Hong, Secretary for Justice of the Hong Kong SAR Government Rimsky Yuen, President of Guangdong Province Law Society Liang Weifa and, Secretary of the Committee of the Communist Party of China of Shenzhen University Liu Hongyi and others attended and addressed the opening ceremony. Over 120 participants including representatives of the Hong Kong Basic Law Committee and the Legislative Affairs Commission under the National People's Congress Standing Committee, the Ministry of Foreign Affairs, the Ministry of Justice, the Liaison Office of Central People’s Government in the Hong Kong SAR and Macao SAR, the Office of the Commissioner of the Ministry of Foreign Affairs of in Hong Kong SAR and Macao SAR, and relevant departments of Hong Kong SAR Government and Macao SAR Government as well as experts and scholars from the Mainland and Hong Kong SAR and Macao SAR attended the seminar.

Entrusted by Vice Foreign Minister Liu Zhenmin, Director-General Xu Hong read out a speech on his behalf. Vice Minister Liu Zhenmin pointed out in his speech that in the past 20 years, the Ministry of Foreign Affairs has dealt with foreign affairs concerning Hong Kong SAR in strict accordance with the Basic Law, given full play to diplomatic advantages, mobilized diplomatic resources, implemented the diplomacy for the benefit of Hong Kong, and assisted the Hong Kong SAR in expanding foreign cooperation and integrating itself into the national development, so as to help Hong Kong play a better role in the world stage. In the field of diplomatic legal issues concerning Hong Kong, the Ministry of Foreign Affairs always assists the Hong Kong SAR in building a framework for external legal cooperation and supports the establishment of a "Regional Legal Service and Dispute Resolution Center" Meanwhile, the Ministry of Foreign Affairs handles a large number of complex issues concerning Hong Kong in a proper manner, which not only safeguards national sovereignty, security and the development interests, but also meets the needs of the Hong Kong SAR and creates a favorable external environment for the Hong Kong SAR’s development, prosperity and stability. Vice Minister Liu Zhenmin also made some requirements on further doing a good job of diplomatic legal issues concerning Hong Kong.

Following the opening ceremony, Director-General Xu Hong made a keynote report entitled "Well Manage the Work of Diplomatic Treaty and Law Concerning Hong Kong and Comprehensively Implement the Policy of ‘One Country, Two Systems’”. In his report, Xu Hong reviewed the main work in diplomatic treaty and law concerning Hong Kong for over 20 years, summed up some experience and looked forward to the work in the next phase.

Participants had an in-depth discussion by focusing on three major topics including the practical implementation of the “One Country, Two Systems” and the successful operation of the Basic Law, new problems and situations in the practice of “One Country, Two Systems” in recent years and boosting the national development through bringing the advantages of legal services in Hong Kong into full play as well as discussed on 15 specific issues. The atmosphere on the seminar was quite warm and the achievements of the seminar were fairly fruitful. The media including Xinhua News Agency, Legal Daily, China Global Television Network, and Phoenix Satellite TV also covered the seminar.
