Chinese Delegation Attends the 23rd Session of the International Seabed Authority

From August 7 to 18, 2017, the 23rd session of the International Seabed Authority (ISA) was held in Kingston, Jamaica. The Chinese delegation consisted of representatives from the Ministry of Foreign Affairs, Office of Foreign Affairs of the CPC Central Committee, the Ministry of Land and Resources, the State Oceanic Administration and Permanent Mission of China to the ISA, with Permanent Representative of China to the ISA Ambassador Niu Qingbao being the head and Deputy Director-General of the Department of Treaty and Law of the Ministry of Foreign Affairs Ma Xinmin as the deputy head. The formulation of regulations on exploiting international seabed resources, periodic review on international seabed regime, election and reform of the Legal and Technical Commission and other important topics were discussed at the session.

The Chinese delegation made statements under such topics as the report of the Secretary-General, the formulation of regulations on exploitation, the report on periodic review, the report of Legal and Technical Commission and the condition of national legislation, expounding China’s policy and proposition on international seabed situation as well as the country’s stance and opinion on relevant major issues from different perspectives. During the session, China Ocean Mineral Resources R&D Association held a meeting themed Balance between Resource Development and Environmental Protection, putting forward a cooperation initiative on regional environmental management plan. Centre for Polar and Deep Ocean Development at Shanghai Jiao Tong University was admitted as an ISA observer.
