From November 17 to 19, 2023, Special Envoy of the Chinese Government on the Middle East Issue Zhai Jun attended the 19th IISS Manama Dialogue in Bahrain. The event was co-hosted by the International Institute for Strategic Studies of the UK and the Ministry of Foreign Affairs of Bahrain, and attended by more than 450 representatives from over 40 countries and international and regional organizations.

On the sidelines of the event, Special Envoy Zhai Jun also met respectively with Minister of State at the Federal Foreign Office of Germany Tobias Lindner, Senior Minister of State for Defence and Manpower of Singapore Zaqy Mohamad, Coordinator for the Middle East and North Africa of the National Security Council of the United States Brett McGurk, Director for Middle East and North Africa at the Ministry of Europe and Foreign Affairs of France Anne Guéguen, Special Envoy of the United Nations Secretary-General for Syria Geir O. Pedersen, and Deputy Secretary-General of European External Action Service Enrique Mora at the latter's request, and they had an exchange of views on regional situations and hotspot issues.
