List of China’s Cooperation Initiatives for the ASEAN Related Summits

1. Promote mutually beneficial cooperation between the Belt and Road Initiative (BRI) and ASEAN Outlook on the Indo-Pacific (AOIP). 

2. Accelerate ASEAN-China Free Trade Area 3.0 Upgrade Negotiations and strive to conclude negotiations in 2024.

3.  China encourages ASEAN countries to make good use of the ASEAN-China Cooperation Fund (ACCF) and jointly work for high-quality implementation of the Regional Comprehensive Economic Partnership (RCEP).

4. China welcomes ASEAN countries to use the China-ASEAN Special Loan for Common Development and the second phase of the China-ASEAN Investment Cooperation Fund.

5. Jointly implement the ASEAN-China Joint Statement on Deepening Agricultural Cooperation and the ASEAN-China Action Plan on Green Agricultural Development to promote regional agricultural development and cooperation on food security.

6. Jointly implement the ASEAN-China Initiative on Enhancing Cooperation on E-Commerce to promote digital connectivity.

7. China supports the creation of the ASEAN-China Mechanism on Laws and Regulations Exchanges related to Trade and Economic Cooperation and will hold the 2024 ASEAN-China Investment Laws Seminar.

8. China’s Hainan Province is encouraged to bring into full play its strengths of geographical proximity and the high level of opening-up, and make full use of the newly set-up Hainan Free Trade Port-South East Asia Investment Center, to promote mutual investment and trade between the enterprises of China and ASEAN countries.

9.China proposes the ASEAN-China Digital Transformation Cooperation Initiative, and carries out the Action for Digital Transformation Partnership so that the dividends of digital transformation could benefit all.

10. China supports making good use of the mechanism of ASEAN Digital Ministers’ Meeting with China, proposes to convene the Ministerial Dialogue on Industry to enhance cooperation in areas such as new energy vehicles and photovoltaic, as well as to set up a ASEAN-China Partnership for Advanced Automotive Technical Standardization and Regulations Cooperation.

11. Implement the joint initiative on ASEAN-China Science, Technology and Innovation Enhancing Programme.

12. China will continue to hold the China-ASEAN Artificial Intelligence Cooperation Forum and start solicitation for joint research programs.

13. China will carry out the ASEAN-China Innovation and Entrepreneurship Competition and the exchange program of young scientists. China will also explore the building of joint laboratories and partner institutes with ASEAN.

14. Efforts will be made to set up the ASEAN-China Clean Energy Cooperation Center as soon as possible.

15. China will host the 2023 ASEAN-China Clean Energy Week (CACEW) and look forward to ASEAN’s participation.

16. China will hold the first China-ASEAN Countries Forum on Blue Economy, carry out projects on the transformation and application of marine science and technology achievements, conduct research and cooperation on protection and rehabilitation of marine ecological systems including carol reef as well as development of ocean energy and tidal energy.

17. China is ready to take the lead in signing the Protocol to the Treaty on the Southeast Asia Nuclear-Weapon-Free Zone in support of ASEAN countries’ efforts to build and maintain a nuclear-weapon-free zone in Southeast Asia.

18. China will continue to engage in mine-clearing cooperation with ASEAN countries in the next three years, including funding, equipment, personnel training, dispatch of experts, joint exercises, and standard-setting, so as to help realize a mine-free ASEAN as soon as possible. 

19. China is committed to working with ASEAN countries for the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC), and and for progress in consultations of the Code of Conduct in the South China Sea (COC). China also works to strengthen practical cooperation in marine science and technology, environmental cooperation, safety of navigation, search and rescue, fishing, combating transnational crimes, etc.

20. China invites defense leaders of ASEAN countries to attend the 10th Beijing Xiangshan Forum, and will host friendly exchanges between Chinese and ASEAN young and middle-aged military officers as well as defense think tanks.

21. China will implement with ASEAN the ASEAN-China Work Plan on Cooperation in the Field of Non-Traditional Security Issues (2024-2028) with a focus on cracking down on telecom fraud and online gambling.

22. China will co-host the 2024 ASEAN-China Year of People-to-people Exchanges with ASEAN.

23. China will make an additional donation to the ASEAN-China Cooperation Fund in 2024.

24. China supports airliners in early resumption and increase of flights between China and ASEAN countries based on market demand.

25. China will hold training courses for tourism personnel from both sides and follow through on the ASEAN-China Libraries Alliance.

26. China proposes to launch the ASEAN-China 1000 Schools Hands Together Initiative, and set up the ASEAN-China Digital Education Alliance and establish the ASEAN-China Digital Education Cooperation Centre. China will set up ten China-ASEAN Institutes of Modern Craftsmanship in ASEAN countries in the next three years.

27. China will continue to carry out the “Bridge of the Future” Young Leaders Training Campus between China and ASEAN, and invite 1000 young leaders from ASEAN to take part in training and exchanges to China in the next five years.

28. China will launch the “Plan of Training for 10,000”, to help ASEAN countries train 10,000 people in governance, anti-corruption, green energy in the next three years.

29. China supports having capacity-building activities with the ASEAN Centre for Climate Change. China will launch the ASEAN-China Initiative on Climate-Resilient Friendship Cities and low-carbon community development projects so as to raise awareness of climate change in the public.

30. China will work with ASEAN to promote the building of ASEAN-China Maternal and Child Health Cooperation Center or a cooperation network.  

31. China proposes to hold the ASEAN Plus Three (APT) Forum for Cooperation on Industrial and Supply Chain, and work to ensure stable, unimpeded regional production and supply chain system with comparative advantages.

32. China is ready to jointly work out and follow through on the APT Economic Cooperation Work Programme (2023-2024) for integrated development of the regional economy.

33. China will hold the 21st East Asia Forum with Indonesia this year in Yunnan Province.

34. China-ASEAN Investment Cooperation Fund II (CAF II) will sign a memorandum of understanding on comprehensively strengthening cooperation with Credit Guarantee and Investment Facility (CGIF), an agency jointly set up by APT countries and the Asia Development Bank, to boost infrastructure investment and bond market development in the ASEAN region.

35. China will hold the APT Low-carbon Development Cooperation Partnership Workshop, and the APT Clean Energy Roundtable Dialogue, to create new areas of growth in digital economy, low-carbon development, and new energy vehicles.

36. China will continue to make donations to the ASEAN Plus Three Emergency Rice Reserve (APTERR), and support the building of the ASEAN Food Security Information System, so as to better protect regional food security.

37. China has been actively preparing for the East Asian Cooperation Initiative on Poverty Reduction (phase II).

38. China will continue to carry out projects such as the East Asia Summit (EAS) New Energy Forum.

39. China will continue to host the EAS Workshop on Regional Security Architecture.
