Vice Foreign Minister Li Baodong Attends the Ministerial Meeting on the Commemoration of the 20th Anniversary of CTBT

On June 13, 2016, the Ministerial Meeting on the Commemoration of the 20th Anniversary of Comprehensive Nuclear-Test-Ban Treaty (CTBT) was held in Vienna. Lazăr Comănescu, President of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) and Foreign Minister of Romania chaired the meeting. Executive Secretary of the Provisional Technical Secretariat of the Preparatory Commission for the CTBTO Lassina Zerbo delivered a speech in the meeting and Secretary-General Ban Ki-moon of the UN delivered a video message. Ministerial officers and representatives from over 60 countries including China, the US, Russia, the UK and France attended the meeting. Vice Foreign Minister Li Baodong led the Chinese delegation to attend the meeting.

In his speech, Li Baodong affirmed the significant role that CTBT plays to promote nuclear disarmament and nuclear non-proliferation and safeguard international peace and security. He also put forward five proposals to push for the early entry into force of the Treaty: firstly, realize general security, eliminate the source of the existence and proliferation of nuclear weapon and consolidate the political foundation for the implementation of CTBT; second, effectively safeguard the authority and effectiveness of international arms control and non-proliferation system, so as to consolidate the system guarantee for the implementation of CTBT; third, the five nuclear countries should play a leading role and create positive atmosphere for the implementation of CTBT; fourth, steadily promote the establishment of international supervision system to improve the technical capacity for the implementation of CTBT; fifth, enhance CTBT's influence and favorable impression on the people of all countries, so as to gain more public support for the implementation of CTBT.

Li Baodong also elaborated China's consistent stance on such issues as nuclear disarmament and introduced China's efforts to push for the entry into force of CTBT and enhance the preparation for implementing the Treaty.
