Li Baodong noted in his speech that this year marks the 20th anniversary of the ASEM, as well as the 10th anniversary of the adoption of the UN Convention on the Rights of Persons with Disabilities. The theme of the 16th Informal ASEM Seminar on Human Rights, "Persons with Disabilities and Human Rights", is of great significance.

Li Baodong expressed that persons with disabilities are not only an important part of human civilization, but also a main force for human development. The international community should actively protect the rights of the disabled, strive to build a harmonious and inclusive social environment, increase investment and carry out international exchanges and cooperation in the cause of persons with disabilities.

During the past 5 years, 5.88 million impoverished disabled people in rural China have been lifted out of poverty. More than 10 million urban and rural disabled people have access to the minimum living guarantee and over 10 million disabled people receive rehabilitation services. In the next 5 years, China will let the 85 million disabled people and the whole nation enter a moderately prosperous society simultaneously.

Li Baodong said at last that China will work with all other countries to build a more equal, inclusive and harmonious society in which every life is respected and each disabled person is entitled with human rights.

The Informal ASEM Seminar on Human Rights is an important platform for exchanges on human rights under the ASEM framework. With the theme of "Persons with Disabilities and Human Rights", the 16th Informal ASEM Seminar on Human Rights is held in Beijing from November 8 to 11.
