First Annual Conference of CICA Non-governmental Forum Held in Beijing Xi Jinping Sends Message of Congratulations Yu Zhengsheng Attends the Opening Ceremony and Delivers a Keynote Speech

On May 25, 2015, the First Annual Conference of the Non-governmental Forum of the Conference on Interaction and Confidence-Building Measures in Asia (CICA) was held in Beijing. President Xi Jinping sent a message of congratulations to the Conference. Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Chairman of the First Annual Conference of the CICA Non-governmental Forum Chen Yuan read the congratulatory message of Xi Jinping at the opening ceremony. Chairman of the National Committee of the CPPCC Yu Zhengsheng attended the opening ceremony and delivered a keynote speech themed "Promote Asian Security for Common Development".

Xi Jinping pointed out in his congratulatory message that since its founding 23 years ago, the CICA has made unremitting efforts and achieved positive progress in establishing and implementing confidence-building measures, enhancing dialogue among different civilizations, pushing common development and other sectors, serving as an important mechanism for Asian countries to explore security governance model in the continent.

Xi Jinping noted that at the fourth CICA Summit in Shanghai last May, I put forward that all Asian states should seek common, comprehensive, cooperative and sustainable security and explore establishing a new framework for regional security and cooperation. We should be firmly committed to the cooperation with other regional countries, regions and international organizations while enhancing cooperation within the CICA, striving for win-win, multi-win and all-win results.

Xi Jinping stressed that non-governmental forces can play a role in exploring a security path for the region and advancing mutual respect, mutual trust and harmonious co-existence among different civilizations, regions, races and religions in Asia. We should form a non-governmental exchange network, thus create better conditions for widely spreading CICA's security concept, elevating CICA's influence and pushing security governance in the region. I hope that representatives of all parities and honored guests present at the Annual Conference will pool their wisdom and communicate candidly to offer advice and suggestions for forging an Asian community of shared destiny and advancing Asian peace and development.

Yu Zhengsheng said in his speech that this year marks the 70th anniversary of the victory of the World Anti-fascist War. Though Asia has maintained overall security and made historic progress in development cause in the past 70 years, its foundation for development and stability still needs to be strengthened and its long-lasting peace and common development is far from being realized.

Yu Zhengsheng pointed out that the common, comprehensive, cooperative and sustainable Asian security concept proposed by President Xi Jinping conforms to the development trend of the times featuring multi-polarization and globalization, accords with historical tradition and practical needs of Asia, and serves as a vital guiding principle to effectively manage the complicated security environment in the region and improve the level of security cooperation. In order to earnestly implement the Asian security concept, Asian countries should deepen political mutual trust and establish a new type of Asian partnership; push forward security dialogue and forge a security cooperation platform in Asia; boost economic cooperation and solve security problems with development; advance dialogue among civilizations and cement the public opinion foundation for security cooperation.

Yu Zhengsheng noted that since assuming the chairmanship of CICA for the 2014-2016 period one year ago, China has earnestly fulfilled its due responsibility, and made tremendous efforts and yielded positive results in promoting CICA's confidence-building measures in all fields and expanding CICA's external exchanges. China will continuously discuss with all parties on plans concerning security and development in the region and effectively strengthen action capacity of all countries in jointly addressing various security threats and challenges with the platform of CICA. China proposes to, by following the Asian security concept, facilitate mutual trust and coordination, improve network of multi-lateral security mechanisms, constantly elevate the level of security cooperation, seek for common development, benefit all countries with the outcomes of regional cooperation and together safeguard long-lasting peace and common development in Asia.

The persons-in-charge of the National Committee of CPPCC, Foreign Ministry, People's Municipal Government of Beijing and Chinese People's Institute of Foreign Affairs attended the opening ceremony.

Prior to the opening ceremony, Yu Zhengsheng took group photos with former political heavyweights of foreign countries attending the opening ceremony.

The Annual Conference was hosted by Chinese People's Institute of Foreign Affairs and organized by People's Municipal Government of Beijing. Around 400 Chinese and foreign people, including former political heavyweights from CICA member states and observer states as well as some countries outside the continent, and representatives from well-known thinks tanks, social groups and media, as well as foreign envoys in China, attended the Conference.
