Wang Yi: Promote the SCO to Be Bigger and Stronger and Develop Steadily and Solidly

On May 24, 2016, Foreign Minister Wang Yi attended the meeting of the Council of Foreign Ministers of the Shanghai Cooperation Organization (SCO) in Tashkent.

Wang Yi expressed in his speech that this year witnessed the 15th anniversary of the establishment of the SCO that has yielded fruitful results in cooperation in various fields. The concepts of good-neighborly friendship, ,mutual benefit and win-win results have been deeply rooted in people's heart and the SCO plays an even more prominent role in promoting regional prosperity and stability. Since the Ufa Summit last year, SCO member states have taken forward the implementation of SCO Development Strategy Towards 2025, stepped up to formulate the SCO Convention Against Terrorism, Anti-Drug Strategy of SCO Member States and other documents, and actively explored ideas and initiatives to facilitate trade and investment. They have steadily promoted the process of granting India and Pakistan SCO membership, reasonably improved internal construction of the organization and laid a good foundation for the SCO to achieve a new round of development.

Wang Yi expressed that currently, SCO countries are faced with complicated tests including increasing downward pressure on economy, and rising terrorism threat. The member states should further expand and strengthen cooperation and make better use of the SCO platform to serve their respective development strategies. They should carefully prepare for the Tashkent Summit and carry forward "Shanghai Spirit", the main theme of the organization. The countries should proceed with confidence to increase care and devotion to the organization, advance with the times to solve problems with developing vision and innovative thoughts, highlight implementation to vigorously transform the political consensus into actual achievements and, with stronger measures and more efficient collaboration, comprehensively promote the development of the SCO to provide more impetus for the revitalization of member states.

Wang Yi proposed five suggestions on promoting the development of the SCO:

First, consolidate political mutual trust and strengthen mutual solidarity. All countries should carry forward the fine traditions, unswervingly adhere to and implement the good-neighborly friendship, and vigorously carry forward and practice the "Shanghai Spirit". On major issues concerning the core interests of the member states, the countries should firmly support each other and show solidarity and cohesion of the organization to the international community.

Second, maintain the sense of urgency and reduce security threat. All countries should strengthen cooperation on the exchange of anti-terrorism information, early warning of crisis, emergency response and conflict management, joint law enforcement and other aspects, and strictly guard against infiltration of extreme terrorism forces. They should establish the awareness of "Internet Sovereignty", strengthen supervision and management on cyber network and conduct experience exchange on de-extramalization. SCO member states should also curb drug abuse and "convergence of terrorism and drugs", and play a positive role in security and stability in Afghanistan.

Third, focus on innovation implementation and expand practical cooperation. With the joint construction of the Silk Road Economic Belt as the basis, China is willing to work with all countries to forge the new pattern of cooperation featuring planning alignment, industrial complementarity and coordinated development by strengthening the docking of policy coordination and development strategy. All countries should promote the facilitation of regional trade and investment, improve the connectivity pattern, study and establish e-commerce alliance, develop green economy and other emerging areas of cooperation so as to enhance the development vitality and potential of the organization.

Fourth, improve organizational construction and orderly promote membership enlargement. The SCO enlargement displays the vitality and bright prospects of the organization, indicates the expansion and growth of world peace and development force, and marks that the development of the organization steps into a more mature and new stage. China supports the gradual and orderly progress in increasing membership on the basis of consensus through consultation.

Fifth, cement people-to-people and cultural links and strengthen connection between peoples' hearts. China has taken the lead in establishing cooperation institutions such as the China-SCO Environmental Cooperation Center and a cooperation committee on good-neighborly friendship, along with initiatives like "Plan of Green Silk Road Envoys" and "SCO Scientific and Technological Partnership". All countries could make full use of the above-mentioned mechanisms and platforms to draw the hearts of peoples of all member states closer with more welfare projects.

Wang Yi expressed that China treasures the fruitful multilateral cooperation with different member countries conducted through the SCO platform. China is willing to join hands with other SCO members to contribute to a successful Tashkent summit. Seizing the timing of the organization's 15th anniversary since its establishment, China will vigorously carry forward the "Shanghai Spirit," promote the SCO to be bigger and stronger and develop steadily and solidly, so as to better benefit the region and its people.

Present Foreign Ministers of the other member states expressed that, over the 15 years since the establishment of the SCO, the SCO has made gratifying achievements and played an important role in safeguarding international and regional peace, security and development with its steadily rising position and influence in the world. Faced with new circumstances, the SCO should strengthen cooperation on security to provide an important guarantee for the development of all countries. The SCO should strengthen economic cooperation to bring tangible benefits to the people of all countries. The SCO should enhance people-to-people and cultural exchanges to deepen people's friendship among member states. All countries have voiced their support to the unique role of the SCO in linking the "Belt and Road" initiative with the Eurasian Economic Union and boosting common development and prosperity in the Eurasian region.
