Li Keqiang Attends Launching Ceremony of Celebration Activities Marking the 15th Anniversary of China-ASEAN Strategic Partnership and Delivers a Keynote Speech

On the afternoon of May 7, 2018 local time, Premier Li Keqiang attended the launching ceremony of celebration activities marking the 15th anniversary of the strategic partnership between China and the Association of Southeast Asian Nations (ASEAN) and delivered a keynote speech at the ASEAN Secretariat in Jakarta.

Li Keqiang expressed that China and the ASEAN are good neighbors, good friends and good partners. The importance of cooperation between China and the ASEAN has gone beyond bilateral scope and increasingly become the support and engine for maintaining regional peace and stability as well as promoting common prosperity in the region. This year coincides with the 15th anniversary of the establishment of China-ASEAN strategic partnership. Over the past 15 years, we have cemented peaceful relations by upholding good faith and stood together through thick and thin. We have jointly dealt with the international financial crisis, successfully combated major natural disasters and maintained regional peace, development and prosperity. China has all along regarded the ASEAN as a priority in its neighboring diplomacy, unswervingly developed friendly cooperation with the ASEAN, backed the building of the ASEAN community, supported the ASEAN’s central position in regional cooperation and supported the ASEAN in playing a greater role in building an open and inclusive regional framework.

Li Keqiang pointed out that this year marks the 40th anniversary of China's reform and opening up, and is also the beginning of the second fifty years of the ASEAN. Last month, President Xi Jinping put forward new propositions on jointly creating the future and new measures for expanding opening up at the Boao Forum for Asia Annual Conference 2018. China’s development will bring new and greater opportunities to various countries in the world including the ASEAN. China is ready to work with the ASEAN countries to build a closer community with a shared future, jointly create a new future for China-ASEAN cooperation and jointly write a new chapter in the cooperation between the two sides.

Li Keqiang stressed that China is willing to be a partner of the ASEAN for joint peace-building. China advocates a new security concept that is common, comprehensive, cooperative and sustainable and builds an open and inclusive Asia-Pacific security architecture with the ASEAN as the core. China is willing to steadily advance the negotiation on the Code of Conduct in the South China Sea, so as to make it a sea of peace, friendship and cooperation.

China is willing to be a partner of the ASEAN for opening up and win-win results. China is willing to work with the ASEAN to push forward an early conclusion of the Regional Comprehensive Economic Partnership and build the East Asia economic community, in a bid to propel trade and investment liberalization and facilitation.

China is willing to be a partner of the ASEAN for exploration and innovation. Both sides should seize the opportunities brought by the new round of technical and industrial revolution to promote the experience of Internet Plus and mass entrepreneurship and innovation as well as jointly build the new highland of innovation and development.

China is ready to be a partner of the ASEAN for inclusiveness and mutual learning. Both sides should jointly forge the spirit of the cooperation between China and the ASEAN featuring mutual trust, mutual understanding, mutual benefit and mutual assistance.

Representatives of the ASEAN expressed their thanks to Premier Li Keqiang for his visit to the ASEAN Secretariat and his attendance at the launching ceremony, which shows China’s firm support for the ASEAN. China has always been an important partner of the ASEAN. China's support has vigorously promoted the integration process of the ASEAN, helped the ASEAN narrow its internal development gap and deepened the friendship between the people of the two sides. The ASEAN is willing to, together with China, continuously strengthen economic and trade cooperation, explore new cooperation in such areas as innovation and digital economy and enhance mutual learning, so as to achieve common prosperity and mutual benefit and win-win results, as well as enrich the connotation of the strategic partnership. The ASEAN appreciates China’s commitment to maintaining an open and rules-based multilateral trade system, congratulates China on the tremendous achievements in reform and opening up and believes that China’s broad prospects for development will not only benefit China itself, but bring well-being to the region.

Afterwards, Li Keqiang, ASEAN Secretary-General Dato Lim Jock Hoi and Tan Hung Seng, Permanent Representative of Singapore, which is the rotating presidency of the ASEAN, jointly launched celebration activities marking the 15th anniversary of the establishment of China-ASEAN strategic partnership. Over 200 people including representatives of the ASEAN Secretariat, diplomatic envoys of various countries to the ASEAN and think tanks and media attended the ceremony.
