Wang Yi Holds Talks with Foreign Minister Abdelkader Messahel of Algeria

On July 11, 2018, State Councilor and Foreign Minister Wang Yi held talks in Beijing with Foreign Minister Abdelkader Messahel of Algeria who was in China for the 8th Ministerial Meeting of the China-Arab States Cooperation Forum (CASCF) and for a visit.

Wang Yi pointed out that China's relations with Algeria are a pioneer of China's relations with Arab States and once created many "firsts". On the occasion of the 60th anniversary of the establishment of diplomatic relations between China and Algeria, both sides should join hands to let bilateral relations make still further progress and continue to be at the forefront of China-Arab States relations. Both sides should consolidate strategic mutual trust, strengthen strategic coordination and cooperation centering on major international issues, deepen cooperation in the joint construction of the Belt and Road Initiative, and promote practical cooperation between the two countries in such fields as economy, trade, investment and infrastructure construction for more outcomes. The two sides should also strengthen people-to-people and cultural exchanges and cooperation, and make up for the deficiency in bilateral exchanges.

Wang Yi expressed that the 8th CASCF Ministerial Meeting was successfully held yesterday. President Xi Jinping announced the establishment of China-Arab States strategic partnership in his speech at the opening ceremony. China is willing to, together with the Arab side, jointly well implement the outcomes of the Ministerial Meeting and continuously deepen China-Arab States strategic partnership. The Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) to be held in September will be of important significance in inheriting the past and ushering the future for China-Africa relations. The Summit will focus on the mutual promotion between China and Africa in the joint construction of the Belt and Road Initiative, the 2030 Agenda for Sustainable Development of the United Nations (UN) and the Agenda 2063 of the African Union, so as to provide more tangible support and assistance for Africa's development. China welcomes Algeria to continue to play an important role in promoting China-Arab States and China-Africa cooperation.

Abdelkader Messahel expressed that Algeria congratulated China on successfully holding the 8th CASCF Ministerial Meeting and highly appreciated President Xi Jinping for charting the course for Arab States-China cooperation in the future in his speech at the opening ceremony. Algeria stands ready to make its own contributions to further promoting Arab States-China strategic partnership. Algeria is also ready to actively participate in the FOCAC Beijing Summit and continue to actively promote friendly and mutually beneficial cooperation between Africa and China.

Abdelkader Messahel noted that Algeria and China enjoy profound traditional friendship and have always cooperated closely and fought side by side. Both countries are committed to maintaining world peace and stability, and safeguarding the basic norms of international relations including respect for national sovereignty and territorial integrity and non-interference in other countries' internal affairs. Algeria highly appreciates China's objective and fair position on the hotspot issues in the Middle East and Africa. The two countries have always stood together at multilateral arenas such as the UN to jointly safeguard the interests of the vast number of developing countries, including African and Arab countries. Algeria and China are comprehensive strategic partners. Cooperation between China and Algeria has played an important role in promoting Algeria's economic and social development. Actively supporting the Belt and Road Initiative put forward by President Xi Jinping, Algeria stands ready to, together with China, well implement the existing projects under this framework and further strengthen cooperation in such fields as industry, economy, trade and infrastructure construction. The Algerian side welcomes China to increase investment in Algeria and welcomes more Chinese tourists to travel to Algeria.

Both sides also exchanged views on international and regional issues of common concern and jointly agreed that under the current situation, the international community should adhere to multilateralism and maintenance of international rules and international order, and jointly oppose unilateralism and the act of economic hegemony.

After the talks, both sides signed an agreement on mutual visa exemption for holders of diplomatic and official passports, an agreement on the establishment of a regular consultation mechanism between the two foreign ministries, and a memorandum of understanding on the implementation plan for the Chinese tour groups to visit Algeria.
