  各国驻华大使馆,各国际组织驻华代表机构:

  中华人民共和国外交部向各国驻华大使馆,各国际组织驻华代表机构致意,并谨通知如下:

  中华人民共和国外交部将自二00六年七月一日起对各国驻华大使馆,各国际组织驻华代表机构和各国驻华领事机构(以下简称使馆/机构/领馆)新到任人员申办身份证件实行"以旧换新"的办法,具体如下:

  一,使馆/机构/领馆为新到任人员申办身份证件,请随照会提供被轮换人员的姓名和职务,退回礼宾司或领事司为其(及其家属)签发的身份证件,并填写"申请身份证件登记表"或"申请领事官证/公务人员证/名誉领事官证登记表"(登记表附后,各使馆/机构/领馆可自行复印).

  二,如使馆/机构/领馆人员离任后未退回礼宾司或领事司为其(及其家属)签发的身份证件,礼宾司或领事司将不能向其继任者签发身份证件.

  三,使馆/机构/领馆新到任人员在向中国驻外机构申办签证时,请说明被轮换人员的姓名和职务;如系新派人员,应提出申请,待同意后,方能获得签证.

  请有关大使馆将此照会和登记表转发本国各驻华领事机构并遵照执行.

  (2006) Li Zi No. 121

  The Ministry of Foreign Affairs of the People's Republic of China presents its compliments to all foreign embassies, consulates and offices of international organizations in China, and has the honor to inform them as follows:

  The Ministry of Foreign Affairs of the People's Republic of China will adopt a method of "returning the old to receive the new" as of 1 July 2006 in issuing diplomatic identity cards to new personnel of all foreign embassies, consulates and offices of international organizations in China (hereinafter referred to as embassies/consulates/organizations). The specific procedures are as follows:

  1. When applying for diplomatic identity cards for new personnel, embassies/consulates/organizations should list in the application note the names and official positions of the leaving personnel, return the diplomatic identity cards issued to the leaving personnel (and their family members) by the Protocol Department or the Department of Consular Affairs, and fill in the Application Form for Diplomatic Identification Card or Identification Card or the ID Card Application Form for Consular Officials, Administrative & Technical Staff and Honorary Consuls attached to this note. (The Forms may be duplicated.)

  2. If the diplomatic identity cards of the leaving personnel (and their family members) issued by the Protocol Department or the Department of Consular Affairs are not returned, the Protocol Department or the Department of Consular Affairs shall not issue diplomatic identity cards to their successors.

  3. When the new personnel of foreign embassies/consulates/organizations apply for visas from Chinese diplomatic missions abroad, they should provide the names and official positions of the leaving personnel they are going to replace. In the case of adding a new post, application should be made, and visa will be issued only after the application is approved.

  The foreign embassies in China are kindly requested to forward this note and the forms to the consulates of their countries in China and follow the new method.

  The Ministry of Foreign Affairs of the People's Republic of China avails itself of this opportunity to renew to the foreign diplomatic missions and the offices of international organizations in China the assurances of its highest consideration.
