Hu Jintao delivers keynote speech at rally marking CPC's 90th anniversary

BEIJING, July 1 (Xinhua) -- Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, began to deliver a keynote speech at a grand gathering marking the 90th anniversary of the CPC in the Great Hall of the People in downtown Bejing Friday morning.

1. CPC to actively, prudently carry out political structural reform

BEIJING, July 1 (Xinhua) -- The Communist Party of China (CPC) will actively yet prudently carry out the political structural reform, Hu Jintao, general secretary of the CPC Central Committee, said here Friday.

The reform is aimed to achieve the fundamental goal that the people should determine their destiny, increase vitality of the Party and the country and fully tap the initiative of the people, Hu said at a grand gathering celebrating the 90th founding anniversary of the CPC.

To develop socialst democarcy, the CPC must keep to the path of enhancing the socialst political system with Chinese characteristics, said Hu, Chinese president.

"What is important is that the leadership of the Party, the position of the people as masters of the country, and the rule of law should be well integrated," he said.

"We will expand socialist democracy, build a socialist country under the rule of law, and promote socialist political progress," said Hu.

"We must see to it that all state powers belong to the people, improve institutions for exercising democracy, diversify its forms, expand its channels, and ensure that the people can participate in democratic elections, decision making, administration and oversight in accordance with the law," he said.

2. CPC to intensify efforts to combat corruption

BEIJING, July 1 (Xinhua) -- The Communist Party of China (CPC) will intensify its efforts to combat corruption, which is crucial in gaining popular support for the Party and ensuring its very survival, Hu Jintao, general secretary of the CPC Central Committee, said Friday.

"If not effectively curbed, corruption will cost the Party the trust and support of the people," said Hu, Chinese president, in a keynote speech at a grand gathering marking the 90th founding anniversary of the CPC.

The Party is soberly aware of the gravity and danger of corruption, he said.

The whole Party must remain vigilant against corruption, be fully aware that fighting corruption will be "a protracted, complicated and arduous battle," and give higher priority to combating corruption and upholding integrity, Hu said.

He called on leading officials to bear in mind that power is entrusted by the people and can only be used in their interests. "We must not turn our power into an instrument for making personal gains for a handful of individuals."

The Party is now faced with many new developments, problems, and challenges. It is confronted with growing danger of lacking in drive, incompetence, divorce from the people, lacking in initiative, and corruption, Hu said.

It has thus become even more important and urgent than ever before for the Party to police itself and impose strict discipline on its members, he said.

3. CPC to continue to promote world peace

BEIJING, July 1 (Xinhua) -- The Communist Party of China (CPC) will "unswervingly follow the basic state policy of opening up" and contribute to the world peace, Hu Jintao, general secretary of the CPC Central Committee, said on Friday.

The CPC and the Chinese people have always been "a positive force for promoting world peace and development," said Hu, Chinese president, at a grand gathering marking the 90th anniversary of the CPC.

China's foreign policy aims to uphold world peace and promote common development, he said, adding the CPC will continue to pursue an independent foreign policy of peace and unswervingly follow "the path of peaceful development and the strategy of opening up."

He said the CPC will strengthen mutually beneficial cooperation with countries around the world and continue to "contribute to the common development of all countries through China's own peaceful development."

"The CPC will, following the principle of independence, complete equality, mutual respect and noninterference in each other's internal affairs, conduct exchanges, cooperation and mutual learning of governance experience with political parties and organizations of other countries and regions to promote relations with other countries," Hu said.
