Liu Yandong Delivers Speech at US Institute of Peace

On Nov. 21, 2013, Chinese Vice Premier Liu Yandong of the State Council delivered a speech, with the title of "Opening up a New Landscape for China-US People-to-People Exchange", at the US Institute of Peace in Washington D.C.. She said that on the eve of the 35th anniversary of China's reform and opening-up and the 35th anniversary of the establishment of China-US diplomatic relations, the fourth China-US High-Level Consultation on People-to-People Exchange (CPE) is to implement the consensus reached by the two heads of state, and to enrich the people-to-people and cultural connotations of the new model of major-country relations.

Liu Yandong said that I came to the US to co-chair the CPE with US Secretary of State John Kerry, with the purpose of implementing the important consensus reached by the two heads of state, holding the first bilateral high-level consultation on people-to-people exchange after government transition on both sides, and injecting new impetus to the new model of major-country relations between China and the US. During the CPE, teams on both sides worked closely, and reached a total of 75 concrete results in education, science and technology, culture, sports, women and youth.

Liu Yandong said that at present, China-US people-to-people and cultural exchange has developed a wide-range, multi-layer and high-level structure, and the high frequency of personnel exchange and the degree of bilateral communications both are unprecedented. Today, people-to-people and cultural exchange, political mutual trust, and economic and trade cooperation constitute the three pillars of the new model of major-country relations between China and the US.

In his speech, Liu Yandong also introduced the situation of the Third Plenary Session of the 18th CPC Central Committee and the relevant deployment to comprehensively deepen reform to guests from the political, academic and business circles of the US. She said that for the 35 years since China adopted reform and opening-up and the establishment of diplomatic ties between China and the US, the Chinese economy has had the fastest development in history, and the Chinese people have received the most tangible benefits. China's reform and opening-up process is also a process in which China and the US expand exchanges and cooperation, achieve mutual benefits and win-win results, and benefit the two peoples. The good China-US cooperation can serve as a ballast stone for the stability of the world, and a booster for the peace of the world. As long as China and the US join hands, they can absolutely break the old cycle of major power rivalries in history, and walk a new road featuring peaceful coexistence, positive interaction, and effective cooperation.

Before the speech, Liu Yandong and John Kerry co-chaired the plenary meeting of the fourth China-US High-Level Consultation on People-to-People Exchange, and renewed the Memorandum of Understanding on the Mechanism of China-US High-Level Consultation on People-to-People Exchange (CPE), on behalf of the two governments. The two sides held working consultations in education, science and technology, culture, sports, women, youth, and other areas, reviewed the work progress over the past year, and reached 75 consensuses on future cooperation. Both sides agreed to continue cooperation to carry out activities in 2014, with the theme of "Youth and Innovation".
