On September 2, 2012, Chinese Premier Wen Jiabao met respectively with foreign dignitaries including Cambodian Prime Minister Hun Sen, Kyrgyzstan’s President Almazbek Atambayev, Kazakhstan's Prime Minister Karim Massimov, Mohammad Khalili, second vice president of Afghanistan, and Turkish Deputy Prime Minister Ali Babacan on the sidelines of the second China-Eurasia Expo in Urumqi.
During his meeting with Cambodian Prime Minister Hun Sen, Wen said China and Cambodia are intimate neighbors, whose relationship has withstood the test of time and practice. He said China was ready to consolidate friendly ties with Cambodia and deepen cooperation in such areas as transportation infrastructure, agriculture and health. Next year marks the 55th anniversary of China-Cambodia diplomatic relations and the Year of China-Cambodia Friendship. Wen said he hoped this would provide an opportunity to push bilateral ties to a new high. With regard to the current situation in East Asia, the premier said maintaining unity, developing and strengthening cooperation is the most important task for the region, which is facing some challenges amid a good overall situation. He voiced appreciation for Cambodia, which holds the rotating chairmanship of the Association of Southeast Asian Nations (ASEAN), for its important role in maintaining the overall situation of friendly relations between China and the ASEAN. China will closely coordinate with Cambodia, and support the country to make the upcoming series of meetings for East Asian leaders a success, the premier said. He added that China will also work with ASEAN nations to promote East Asian cooperation.
Hun Sen said Cambodia's friendly relations with China, having solid foundations, remain unshakable and will become even firmer as time goes by. Cambodia is ready to make closer high-level exchanges with China, strengthen their consultation on bilateral and regional affairs, plan cooperation in all areas, strengthen cultural and youth exchanges, and promote the bilateral comprehensive strategic partnership of cooperation, he vowed.
During the meeting with Kyrgyzstan President Almazbek Atambayev, Wen hailed the steady and good development of China-Kyrgyzstan relations. Wen said China supports Kyrgyzstan's efforts to maintain stability, develop its economy and improve people's quality of life. Both sides should coordinate closely to implement consensus already reached, promote cooperation in areas including railways, agriculture and investment, and strengthen coordination on security, said Wen. He also voiced China's support for Kyrgyzstan's holding of the rotating chairmanship of the Shanghai Cooperation Organization (SCO), saying China will provide assistance for the SCO summit meeting and premiers' meeting to be held in Bishkek of Kyrgyzstan.
Atambayev said Kyrgyz-Chinese relations are developing well, and bilateral cooperation has effectively promoted Kyrgyzstan’s economic and social development. Kyrgyzstan welcomes Chinese companies to increase investment there and is willing to strengthen cooperation with China in infrastructure construction and agriculture. Kyrgyzstan is ready to promote cultural and people-to-people exchanges with China, cooperate more closely within the SCO framework and promote fruitful development of the bilateral relations, he said.
When meeting with Kazakhstan's Prime Minister Karim Massimov, Wen said the two sides have positively implemented agreements reached during the prime ministers' regular meetings and made important progress in cooperation. He called for the two sides to step up the mid-and-long term plan for bilateral economic and trade cooperation as well as the outline for cooperation in neighboring areas, speed up the construction of customs posts on both sides of the border and strengthen cooperation in areas including energy, agriculture, finance and infrastructure so as to inject vigor to China-Kazakhstan relations. "China is the founding member of the Conference on Interaction and Confidence Building Measures in Asia (CICA) and actively participates in the programs. China will work with Kazakhstan to contribute to the healthy and stable development of the CICA," he added.
Massimov said Kazakhstan and China are good partners with mutual trust and furthering cooperation is of great significance. He said Kazakhstan is willing to enhance high-level contacts with China, strengthen guidance for bilateral cooperation, create new patterns for cooperation and upgrade its scale and level.
During his meeting with Mohammad Khalili, second vice president of Afghanistan, Wen noted the great significance of the establishment of a China-Afghanistan strategic and cooperative partnership and said the two sides should step up a joint action plan and strengthen cooperation in all fields including politics, the economy, security and culture. "China will continue to participate in Afghanistan's peaceful reconstruction, enhance coordination in the Shanghai Cooperation Organization and jointly promote regional peace, stability and development," he added.
Khalili said China has always been a reliable friend of Afghanistan and is playing a great role in the country's rebuilding and regional stability. "Afghanistan is willing to earnestly implement the agreements with China and effectively strengthen the two sides' cooperation. Afghanistan will take concrete measures to safeguard Chinese safety," he vowed.
During the meeting with Turkish Deputy Prime Minister Ali Babacan, Wen said the two countries continue to deepen their strategic relationship of cooperation, facing the global financial crisis and complicated regional situation together. Wen called on China and Turkey to continue to support each other on major issues concerning sovereignty and territorial integrity. "The two countries should enhance political mutual trust and coordinate more closely on major international affairs," said Wen. He also called on the two countries to strengthen cooperation in areas including trade, infrastructure construction and high and new technology, and jointly make the Year of Chinese Culture a success so as to enhance mutual understanding and friendship between the two peoples.
Babacan echoed Wen, saying Turkey and China share broad common interests. The two countries have respected and supported each other on core concerns, and boosted comprehensive cooperation in politics, the economy and security since the establishment of their strategic cooperative ties. Turkey is ready to expand reciprocal cooperation with China, strengthen communication and coordination on international affairs, and push for a greater development of their bilateral relations, he vowed.
Foreign Minister Yang Jiechi, Minister of the National Development and Reform Commission Zhang Ping, Minister of Commerce Chen Deming, Zhang Chunxian, secretary of the Xinjiang committee of the Communist Party of China, and Chairman of the Xinjiang Uyghur Autonomous Region Nur Bekri attended the meetings.
