On September 25, 2024 local time, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi attended the High-level Meeting on International Cooperation on Capacity-building of Artificial Intelligence at the UN Headquarters in New York. The meeting, co-hosted by China and Zambia, aims to implement the resolution adopted by the UN General Assembly on enhancing international cooperation on capacity-building of artificial intelligence (AI), bridge the digital and intelligence divide, and help the Global South benefit equally in the process of AI development. Serbian President Aleksandar Vučić, Indonesian Coordinating Minister Luhut Binsar Pandjaitan as well as high-level representatives from more than 80 countries and international organizations attended the meeting.
Wang Yi said that China is committed to developing AI for the benefit of the people, with the goal of improving people's well-being and serving economic and social development, and avoiding the ill-use and abuse of AI technology. China will adhere to the development of safe and controllable AI, build trustworthy AI technologies that can be monitored, and traced, and ensure that AI always remains under human control. China will also commit to the development of green and low-carbon AI, continuously exploring and innovating resource-saving and environmentally friendly AI development models, and promoting the green transition of economic and social development through AI.
Wang Yi pointed out that AI is both a major opportunity and a major global challenge for the world. The Global Initiative for Artificial Intelligence Governance put forward by President Xi Jinping provides a Chinese proposal and contributes Chinese wisdom. The Chinese side held the view that the promotion of AI global governance should follow several principles: First, adopt a comprehensive and balanced approach. AI governance encompasses various aspects, including ethical values, security governance, standards and norms, capacity building, and institutional mechanisms. It is necessary to uphold systematic thinking to promote these aspects in a comprehensive and balanced manner, building an AI global governance framework. Second, uphold fairness and inclusiveness, creating an open, inclusive, universally beneficial, and non-discriminatory development environment, and ensuring that the benefits of AI reach all countries. AI should not be reduced to a tool for maintaining hegemony or pursuing advantages. Third, stick to multilateralism and establish an AI governance mechanism within the framework of the United Nations that allows for universal participation by all countries, ensuring that all nations can participate equally and benefit from it.
Wang Yi stressed that in the process of AI development, countries should help each other and work together to ensure equal rights, opportunities, and rules for all, so that no country is left behind. Countries should jointly advance international cooperation on AI capacity-building to provide the wings of wisdom for common development.
Wang Yi announced China's AI Capacity-Building Action Plan for Good and for All, which presents five major visions in response to the widespread expectations of the Global South and outlines ten actions.
On the same day, Wang Yi also attended the G20 Foreign Ministers' Meeting and the Security Council's high-level meeting on "Leadership for Peace". He held bilateral meetings separately with the leader of the interim government of Bangladesh, the High Representative of the European Union for Foreign Affairs and Security Policy, the Deputy Prime Minister and Foreign Minister of Slovenia, as well as the foreign ministers of Russia, El Salvador, Ukraine, and Greece.
