
On the afternoon of November 17, 2025 local time, Premier of the State Council Li Qiang met with Russian Prime Minister Mikhail Mishustin in Moscow.
Li Qiang said that the 30th regular meeting between Chinese and Russian heads of government was held in Hangzhou not long ago. The meeting focused on implementing the important common understandings reached by President Xi Jinping and President Vladimir Putin, took stock of the progress in China-Russia cooperation across various fields, and made plans on key cooperation in the next stage. China is ready to work with Russia to follow the strategic guidance of the two heads of state, further strengthen communication and coordination, continuously deepen mutually beneficial cooperation between the two sides, and create more benefits for the two peoples.
Li Qiang noted that China is ready to deepen cooperation with Russia in investment, energy, agriculture and other fields, and welcomes more high-quality agricultural and food products from Russia to the Chinese market. Li Qiang expressed the hope that Russia will provide greater convenience for Chinese enterprises investing and operating in the country. The two sides should continue to expand people-to-people exchanges, and strengthen cooperation in culture, education, film, and other sectors, injecting greater humanistic warmth into China-Russia relations. The Tianjin Summit of the Shanghai Cooperation Organization (SCO) held in September this year achieved a series of fruitful results of milestone significance. China is willing to maintain close coordination and collaboration with Russia to encourage all parties of the SCO to uphold the Shanghai Spirit and materialize the development blueprint outlined by leaders at an early date. He called for efforts to further advance pragmatic cooperation to strengthen the development momentum of all member states, while continuously improving the institutional development of the SCO, enhancing its influence in international affairs, and standing in solidarity with the vast number of Global South countries to promote an equal and orderly multipolar world as well as a universally beneficial and inclusive economic globalization.
Mikhail Mishustin said that currently, the Russia-China comprehensive strategic partnership of coordination for the new era is at an unprecedented high level. Russia is willing to further strengthen dialogue and exchanges at all levels with China, deepen cooperation in fields such as economy and trade, energy, agriculture, and people-to-people and cultural exchanges, foster new growth drivers for cooperation, and continue to enhance good-neighborliness and friendship. The Russian side is also willing to create a favorable business environment for Chinese enterprises investing in Russia. The Russian side expressed gratitude to China for its outstanding work during its rotating presidency of the SCO, particularly the successful hosting of the Tianjin Summit. Russia is ready to strengthen communication and coordination with China, enhance the institutional development of the SCO, and make greater contributions to promoting peace, development and prosperity in the region and the world.
