On May 12, 2023 local time, State Councilor and Foreign Minister Qin Gang had a group meeting with members of the Standing Committee on Foreign Affairs and Defense of the Norwegian Parliament in Oslo.

Qin Gang said that this was his first visit to Norway, and it aimed to enhance understanding, expand consensus and promote sound and stable development of bilateral relations. China-Norway cooperation in various fields has yielded fruitful outcomes, which shows that cooperation conforms to the shared interests of the two sides and meets the common aspirations of the people from all walks of life in both countries. Qin said Chinese modernization is one of harmony between humanity and nature, and climate response and green transition can become new key areas for China-Norway cooperation. As China and Norway differ in national conditions, it is only normal for the two sides have differences. What is essential is to maintain a rational and inclusive mentality, follow the general principle that consensus outweighs differences and cooperation is better than confrontation, and engage in constructive dialogue and communication. Noting that the Standing Committee on Foreign Affairs and Defense of the Parliament is an important part of the Norwegian foreign policy-making mechanism, Qin Gang expressed the hope that the parliamentary members will play a positive and constructive role in the development of China-Norway relations.

The Norwegian side said that both the Norwegian parliament and people are greatly interested in China, follow closely China's development and its role in international and regional affairs, and appreciate China's influence in tackling climate change. China is Norway's largest trading partner in Asia, and the two countries cooperate in a wide range of areas. Although the two sides do not see eye to eye on some issues, it has not and should not affect the dialogue and cooperation between the two countries.

When answering questions, Qin Gang briefed the committee members on China's positions on the Ukraine crisis, human rights, China-US relations and other issues.
