On April 4, 2014, Foreign Minister Wang Yi held talks with the visiting delegation of the "Quartet" of the Community of Latin American and Caribbean States (CELAC) in Beijing.

Wang Yi said that since the establishment of CELAC, it has been increasingly growing as a major regional dialogue and coordination mechanism. The Chinese side attaches great importance to developing relations with CELAC, and will work together with CELAC to actively promote the preparing process of the China-CELAC Forum. The establishment of the China-CELAC Forum conforms to the trend of world multi-polarization and the tide of regional cooperation, and is helpful for enhancing equal and mutual beneficial cooperation between China and CELAC and safeguarding the common interests of developing countries.

The "Quartet" of CELAC expressed that the second Summit of CELAC held in January this year adopted a special declaration in support of the establishment of the China-CELAC Forum, which reflected the common will of the member states of CELAC to strengthen cooperation with China. The "Quartet" will play an active coordinating role to promote China-CELAC overall cooperation as well as South-South cooperation.
