Vice Foreign Minister Ma Zhaoxu Attends the 32nd APEC Ministerial Meeting

On November 8 to 9, 2021, Vice Foreign Minister Ma Zhaoxu attended the 32nd Asia-Pacific Economic Cooperation (APEC) Ministerial Meeting which was convened virtually.

Noting that Asia and the Pacific should work together to address the challenges of the COVID-19 pandemic and promote economic recovery, Ma Zhaoxu said, vaccines should be made a public good and distributed fairly and equitably across the globe to ensure vaccine accessibility and affordability in developing economies. China has so far provided more than 1.7 billion doses of vaccines to over 100 countries and international organizations, and donated 100 million U.S. dollars to the COVID-19 Vaccine Global Access Facility. China will also donate 100 million doses of COVID-19 vaccines to other developing countries free of charge. We need to maintain the security and stability of industrial and supply chains, facilitate the flow of people, support the resumption of work and production, and continue to boost economic recovery.

We need to tap the potential of innovation and digitization, push forward digital industrialization and industrial digitization, improve digital infrastructure, promote technology transfer and knowledge sharing, and close the digital divide. We need to implement the APEC Internet and Digital Economy Roadmap in a comprehensive and balanced manner, and fully tap the digital potential so that the digital dividends will benefit the general public.

We need to take a green development path for inclusive and sustainable growth. China will steadfastly pursue a green development path and strive to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060. China will successively release implementation plans and supportive measures for carbon dioxide peaking in key areas and industries, and form a "1+N"policy framework for delivering carbon peak and carbon neutrality. China will step up support for other developing countries in developing green and low-carbon energy, and will not build new coal-fired power projects abroad. China has successfully hosted the 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity, and expects to see pragmatic outcomes from the 26th Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change. Not long ago, President Xi Jinping proposed the Global Development Initiative to accelerate the implementation of the 2030 Agenda for Sustainable Development for more robust, greener and more balanced global development. China looks forward to the active participation of all parties. Since the reform and opening up, China has lifted 770 million rural poor people out of poverty, accounting for over 70 percent of the world total shrugging off poverty in the same period, enabling the country to meet the poverty eradication target set in the UN 2030 Agenda for Sustainable Development 10 years ahead of schedule.

Ma Zhaoxu said that China will continue to actively support and participate in APEC cooperation and promote the building of an Asia-Pacific community with a shared future.
