On March 18, 2022, Chilean Ambassador to China Luis Schmidt Montes held a farewell reception. Director-General of the Department of Latin American and Caribbean Affairs of the Foreign Ministry Cai Wei attended upon invitation the reception by delivering a video speech.

On behalf of Member of the Political Bureau of the CPC Central Committee and Director of the Office of the Central Commission for Foreign Affairs Yang Jiechi, State Councilor and Foreign Minister Wang Yi and Vice Foreign Minister Ma Zhaoxu, Cai Wei extended sincere greetings to Schmidt, spoke highly of Schmidt's important contribution to promoting China-Chile and China-Latin America relations during his two terms as Ambassador to China, expressed regret and reluctance to bid farewell, and hopes that he will continue to pay attention to and support the development of China-Chile relations. Cai Wei said, since the establishment of diplomatic relations between China and Chile more than half a century ago, the two sides have always adhered to the pioneering spirit of "being the first" and worked together to yield fruitful outcomes in bilateral relations. China looks forward to making joint efforts with Chile to deepen mutual understanding and trust, continuously tap the potential of pragmatic cooperation, and constantly elevate the China-Chile comprehensive strategic partnership to new heights.

Schmidt thanked Cai Wei for recording the video speech, spoke highly of the current situation of Chile-China relations, and said that he will continue to dedicate himself to promoting friendly and mutually beneficial cooperation between the two countries after leaving office.
