On October 31, 2022, Director-General of the Department of Consular Affairs of the Foreign Ministry Wu Xi met at request with new Russian Consul General in Shanghai Lukiantsev Dmitrii. Wu expressed welcome to Lukiantsev for his assumption of the new post, and focused their talk on the spirit of the 20th National Congress of the Communist Party of China (CPC). She briefed China’s great changes in the first decade of the new era, the CPC's missions and tasks in the new journey of the new era, the features and essential requirements of the  Chinese modernization, and visions of  the people-centered development philosophy, the building of a human community with a shared future and so on. The two sides discussed the  China-Russia consular relations as well.
