Special Envoy on Afghan Affairs of the Ministry of Foreign Affairs Yue Xiaoyong Attends the Fourth Meeting of the Moscow Format on Afghanistan

On November 16, 2022, the Fourth Meeting of the Moscow Format on Afghanistan was held in Moscow. Special Envoys (Special Representatives) on the Afghan issue or responsible officials from China, Russia, Pakistan, Iran, India, Uzbekistan, Tajikistan, Turkmenistan, Kazakhstan, Kyrgyzstan, and other countries attended the meeting. Representatives from Qatar, Saudi Arabia, Türkiye, and the United Arab Emirates, among others, as guest states, were present. Special Envoy on Afghan Affairs of the Ministry of Foreign Affairs Yue Xiaoyong attended the meeting as the representative of China upon invitation.

Yue Xiaoyong in his speech introduced the guiding principles of the 20th National Congress of the Communist Party of China (CPC), and emphasized that China will follow the principle of amity, sincerity, mutual benefit and inclusiveness and pursue friendship and partnership in its diplomacy with its neighbors, to deepen friendship, mutual trust, and interests convergence with neighboring countries, including Afghanistan. China is ready to work with all other parties to strengthen Afghanistan-related coordination and cooperation, help Afghanistan realize steady development at an early date, and jointly promote lasting peace and security in the region. First, all parties should adhere to engagement and dialogue to enhance positive guidance. Second, all parties should continue to provide various kinds of assistance to help Afghanistan realize independent and sustainable development. Third, all parties should conduct close multilateral coordination to forge international and regional consensus. Fourth, all parties should strengthen cooperation in security to create synergy in counter-terrorism.

All participating parties congratulated on the successful convening of the 20th CPC National Congress. They spoke highly of the constructive role that China has played on the Afghan issue, and reiterated their readiness to step up efforts to help Afghanistan achieve stability and safeguard regional peace and tranquility.

On the sidelines of the meeting, Yue Xiaoyong had wide interactions with representatives from various sectors, and granted Sputnik and other media outlets interviews.
