On January 7, 2025 local time, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi gave an interview to the press after meeting with President of the Republic of the Congo Denis Sassou Nguesso in Brazzaville.
When asked about the plans and design for China and the Republic of the Congo, as co-chairs of the Forum on China-Africa Cooperation (FOCAC), to implement the outcomes of the Beijing Summit, Wang Yi said that FOCAC has played an important role in promoting Africa's development and improving the well-being of African people. It has become a symbol of China-Africa solidarity and cooperation, a banner of South-South cooperation, and a model for guiding international cooperation with Africa. Over the past 25 years since the establishment of the forum, China has helped Africa build 100,000 kilometers of roads, more than 10,000 kilometers of railways, nearly 1,000 bridges and nearly 100 ports. Over the past three years alone, over 1 million jobs have been created in Africa. The livelihood projects implemented in Africa, such as those related to food security, water supply, and education, have benefited the people of many African countries. This visit aims to build consensus with the Republic of the Congo on improving and upgrading the forum cooperation. After thorough consultation, the two sides have three basic considerations for implementing the outcomes of the Beijing Summit:
First, following the general direction of modernization that is just and equitable, open and win-win and eco-friendly, puts the people first, features diversity and inclusiveness, and is underpinned by peace and security, proposed by President Xi Jinping, the two sides should further synergize development strategies, increase the exchanges of governance experience, and create more ideological resonance and shared understanding of concepts, opening up broader prospects and injecting inexhaustible dynamism into the development of China-Africa relations.
Second, the two sides should continuously enrich the "spirit of China-Africa friendship and cooperation", find the right path for state-to-state relations, set a benchmark for international cooperation with Africa, and ensure that China and Africa always stay at the forefront of the times in building a new type of international relations and a community with a shared future for mankind.
Third, the two sides should focus on implementing ten partnership actions for modernization for China and Africa and identify priority areas and key projects. China should ensure the full implementation of zero-tariff treatment for 100 percent tariff lines, put in place a China-Africa network featuring land-sea links, and advance 1,000 small and beautiful livelihood projects. The two sides should improve the China-Africa investment and trade cooperation mechanism, so as to provide Africa with a broader market, more practical technologies, and more stable investment for its modernization.
Both China and the Republic of the Congo have developed a "timetable" and "roadmap" for the development of the forum over the next three years. This year, the focus will be on holding a coordinators' meeting on the implementation of the follow-up actions of the ministerial conference of FOCAC to drive the implementation of the summit outcomes and achieve more "early harvests". Next year, both sides will co-host events marking the 70th anniversary of the establishment of diplomatic relations between China and Africa, as well as the "China-Africa Year of People-to-People Exchanges". Through the 18th Senior Officials Meeting of FOCAC, the two sides will accelerate the implementation of the summit outcomes in the "mid-term". In 2027, the focus will be on preparing for the 10th FOCAC Ministerial Conference, driving the final completion of the implementation of the summit outcomes.
China is ready to work with African countries to further boost the well-established credentials of FOCAC, making their contributions to the building of a community with a shared future for mankind.
