On October 11, 2024, General Secretary of the Central Committee of the Communist Party of China (CPC) and President Xi Jinping met with Member of the Political Bureau and Permanent Member of the Secretariat of the Central Committee of the Communist Party of Viet Nam (CPV) Lương Cường at the Great Hall of the People.

Xi Jinping pointed out that adhering to the leadership of the communist party and the socialist system constitutes the most essential feature of China and Viet Nam, and serves as the most solid political foundation for developing bilateral relations. China takes Viet Nam as a priority in its neighborhood diplomacy and stands ready to work with Viet Nam to take the lead in deepening high-level mutually beneficial cooperation, safeguarding international fairness and justice, and promoting the cause of human progress, and jointly foster a China-Viet Nam community with a shared future that carries strategic significance.

Xi Jinping stressed that as major changes unseen in a century in the world are unfolding at an accelerated pace, China and Viet Nam should adhere to the correct political direction, view China-Viet Nam relations from a strategic height, and ensure that bilateral relations will continue to move forward along the right track. He urged China and Viet Nam to strengthen their exchange of thoughts and ideas, make better use of institutionalized platforms such as theoretical discussions and cadre training, enhance the exchange of experience and mutual learning in party and state governance, and jointly improve governance capability and solve governance challenges. The two countries should also foster a win-win situation, tap into cooperation potential, comprehensively promote the synergy of development strategies and connectivity, and strive to achieve new goals of high-quality development in practical cooperation. On fostering people-to-people friendship, Xi Jinping called on the two sides to take full advantage the opportunity of the 75th anniversary of the establishment of diplomatic relations between the two countries and the China-Viet Nam Year of People-to-People Exchanges next year to strengthen education on traditional friendship and enhance the guidance of public opinion, so as to consolidate public support for the long-term development of bilateral relations.

Xi Jinping said that the Third Plenary Session of the 20th CPC Central Committee convened in July this year laid out systematic plans for further deepening reform comprehensively to advance Chinese modernization. China's efforts to further deepen reform comprehensively and advance high-standard opening-up will not only open up broad prospects for its own development, but also bring new impetus and new opportunities to the development of Viet Nam and other countries in the world. China is ready to enhance exchanges and cooperation with Viet Nam to be companions on the path of reform and good partners on the path to modernization. Xi Jinping expressed the belief that under the leadership of the CPV Central Committee headed by General Secretary To Lam, the entire Party, military and people of Viet Nam will successfully complete the goals and tasks set by the 13th National Congress of the CPV, and will steadily advance toward the goals set for the centenary of its Party and the centenary of the country.

Lương Cường extended warm congratulations on the 75th anniversary of the founding of the People's Republic of China, particularly the great development achievements made by the Chinese people under the leadership of the CPC Central Committee with Comrade Xi Jinping at its core since the beginning of the new era. He said that Viet Nam firmly believes that China will achieve its Second Centenary Goal as scheduled and make greater contributions to world and regional peace, stability and prosperity. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era holds important guiding significance for China's socialist cause and offers substantial value to Viet Nam, other socialist countries, and the international community. Noting that Viet Nam and China are socialist neighbors linked by mountains and rivers, Lương Cường said that Viet Nam greatly cherishes China's valuable support during the period of Viet Nam's national independence and liberation as well as throughout the process of its socialist development. Developing relations with China has always been the objective need, strategic choice and a top priority of Viet Nam's overall diplomacy. Currently, the relations between the two parties and the two countries are developing strongly. Viet Nam will continue to work with China to follow through on the important common understandings reached in recent years between the top leaders of both parties and countries, further strengthen relations between the two parties and two countries, promote deeper and more substantive exchanges and cooperation in various fields and all aspects, better manage and resolve differences, consolidate and deepen the spirit of "comrades and brothers", and constantly make new achievements in the Viet Nam-China comprehensive strategic cooperative partnership and the building of a Viet Nam-China community with a shared future.
